There are items in this game that are essentially just skills that take up an inventory slot. These items are not consumable and they have singular purposes that do not scale with level, so they last forever and will never get replaced.
Please just convert them to skills. The same was done to the Map Home item long ago, these are just minor extensions along the same vein. We'll recover a few more inventory slots.
From Shire quests:

From Bilbo & Frodo's birthday:
- Flute Musical Cracker
- Dulcimer Musical Cracker
From Winter festival:
- Rotten Tomatoes
- Flower Petals
From Summer festival:

This would free up some space in my bags. I currently have the flower petals, tomatoes, firecracker, and the Dulcimer Musical Cracker taking up space. I do use them quite frequently though.
You are forgetting Ronald Dwale's Pipe you get from a quest chain in Evendim.
The summoning horn requires travel rations. How would this work as a skill?
The same way other skills that require rations work. The milestone skill used to be an actual item in your bag taking up a slot it was a map, then as now, it required traveling rations to use. All they have to do is check that the person your summoning has met the requirements if not you get an error saying requirements not met.
Also:
Champion's Horn should be a item that grants the according skill (yes I am aware he already has a skill that requires fervour, this would be an additional long cooldown skill with no fervor use, just like the horn works now).

Aren't champ horns crafted and with different effects based on level though?
Not that I'd mind personally. Some of the class consumables could very well be granted as permanent skills after repeated usage, just like the festival consumable deeds, but I'm sure some crafters will moan about ruined economy if that happens.
I wouldn't mind seeing the Captain's standards converted to skills either, bared only if a herald has been summoned. Lugging three standards and two armaments around has gotten tiresome after all these years.

Most of the items named in the original post are 100% optional fluff items. Personally, I would neither want them permanently clogging up my skill list, nor would I want one second of dev time invested.
There are certain class items though where it would be advisable. The Captain has it especially bad as he carries up to 7 class items for the ranged slot around.
I think it's a great idea but my 75 Guard's toolbars are almost full with the milestones that I bought. I had to take off a lot of the mounts I had there to compensate. If this is going to be done then I would like another toolbar to hold these skills.

You might want to consider the travel window plugin and possibly a quickslot plugin like bevyObars, It has a hider module which makes a clickable button to toggle quickslots I have one setup called Mounts, and all my mount skills are there.
I don't quite see how a skill would work for equipable items like these.

TonicBars is another good one for that. It's what I use, and its extender bars have freed up a huge amount of icon clutter, letting me easily get at all the skills I need.
Anyway, I agree with the OP. I think it would be good to see a number of the items made into skills. Another possibility might be musical instruments used for the music system, though that might first require first separating out the instruments that minstrels can equip as weapons from the ones used for /music. Then the ability to play instruments in /music mode could be skills. (A minstrel would still need their item instruments to carry into battle, though.)
