You have not found them because they do not exist.
The next set of minstrel instrument recipes are for tier 7 (Westfold) and have a minimum level requirement of 70 to equip.
EDIT: The following poster beat me to it: there are the reputation-gated tier 6 instrument recipes available in Caras Galadhon (Lothlorien). They are very nice upgrades, but are expensive to craft -- especially the critical versions.

Hmm. I'm not sure which instruments are which. As far as I know currently, the last two sets of instruments ( which I ASSUME will, therefore. be tier 7 and tier 6, respectively, are)
The level 70 instrument recipies( tier7?) are drops from level 65+ areas , enedwaith and deeper.
The ones before those would be the ones woodworkers can craft from recipies obtained from the galadrim at lothlorien. Haven't seen those yet. Most likely they will need galadrim rep, to use, as well as to make - seems to be a common thread over there. Since lothlorien is a level 60 ish area your lvl53 mini may have to remain frustrated a while longer. Finish moria, punch out on the east side, then search again at calas galadrim/vineyards?
The Lorien ones do need galadhrim rep for a single shot recipe and also token bought crit item. Still for woodworker and oddly not craftable via guild recipes like other lorien rep recipes.
I found on my mini that there was a huge void in instruments between the lvl40 crafted and the lorien ones. Some intruments are rep bought but I have crafters that in theory are more convenient to use. Got lucky with a critted cowbell as I wouldnt have considered singing to trees and all the rest of that nonsense to get another crit item, rang it until about 71 when I remembered I had westfold recipes I could use.
Bit annoying that we have legendaries coming at us from all angles but a staple weapon like the mini instrument has to be such a hassle to get.
