In Eregion where I have encountered legendary items I'm told that need access to Moria in order to use Legendary items.
Does this mean that I need to buy Moria? If so does it suffice to get the quest pack or do I have to buy the whole Moria expansion?
You don't actually need to buy any of Moria to use LIs.
You do, however, probably need to do the epic quests that lead into Moria to ID them. I think if you somehow skipped those, you would not have access to the forge masters.

Yep. Did you do the epics at the start of Volume II? (You don't need to have done all of Volume I, so don't worry about that.)

It depends on your level. I usually do Volume 2, Book 1 at level 45. Some of those quests are very hard at 45 especially for squishy classes (non heavy armor). I forget how many there are of them.
There must be close to 4,000 quests in the game. Skipping 10 or so expedition quests isn't going to dent your leveling process.
I only did the quests once just for the been there - done that experience.
My recommendation --> If you never done those quests. Try to do them. Worse case, you get the heck beat out of you. The big problem is that you are a public instance that only characters working on this Book can enter. Often, you are the only person in there.

I think there are 8 total.
THe ones outside the caves aren't hard ( i think you pick up rocks/branches or kill some crebain) but the ones inside the caves might be tricky. This also depends on what gear you have, and if you use comsumables like food.
I only did those as a Duo, and we were near level 50 I think.
I didn't bother doing them when I was there again solo with my Burglar.
Like it has been said, it's fun to do them, but don't worry about them. I think once benefit is you get to do a session play witnissing the fall of Moria, but you will be able to do that inside Moria as well at a cetain point.
Another option is ask in regional is anybody is about to do the quests in there, and team up.

Complete ALL of Volume 2 Book 1 epic quests (the quests inside the caves are not officially part of the Book 1 epic quests). When you have completed all of Book 1, you will be inside the first chamber of Moria (Durin's Threshold) and will be given a second legendary item (exactly what you get depends on your class) as part of the reward for the last Book 1 epic quest. You must be at least level 46 to finish the last epic quest of Book 1.
When you have finished Book 1, you will have full use of all Forge Master/Relic Master NPC's. If you have not finished Book 1, you will not have full use of those NPC's.
Summing it up, the NPCs won't recognize your Legendary Weapon has reached level 10 (this is a requirement for Volume 2 Book 1 Chapter 11) eventhough it has.
Seems levelling it with raids/skirmishes or using items that grant weapon experience might break the quest.
Problem is that now I'm left with only GM assistance, which I cannot ask for since I am neither VIP or subscriber, and I've recently acquired the Moria Quest Pack at the LOTRO store which I cannot enjoy due to being stuck in this quest of the Epic Story (I'm left with no access to the Legendary System nor Moria itself)

The Saroneth thread, thankfully, steered me to Volume II, (which I had not started).
Now I have (as a lvl 51 character) commenced Volume II (lvl 34 quests) with a fair amount of frustration, but recognize that I must push through it in order to effect acceptance at the Forge Master.
I wish I had understood this need back when I was a lvl 34 character, so that there would have been a challenge.

Last I ran it, the start of Volume II had level 50/51 quests that you could start at min level 45 and finish at 46.
Level 34 quests are all the way back in Volume I Book 3. I know the start of Moria can be pretty easy for some classes, but not *that* easy.

Yeah 45 is the absolute minimum for those quests, you can't even start book 2. Also if your seriouslly planing to go above about lv55 your going to need the moria questpack minimum, and from a cost PoV it's far more TP efficent to just get the whole expanshion.
You could maybe try levelling on skirms and mob gridning, but by lv55 you need an awful lot of those 2 to get each level, it really isn't viable long term.
I reported previously that I was churning through a series of 34 - 35 lvl quests at the beginning of Volume II, and the replies I received was that I should be seeing only lvl 45+ quests. For those who are experiencing what I have experienced, know that the Prologue to Volume II is unnecessary to accomplish, and that you can instead start directly with Rathwald in Echad Dunnan, thereby eliminating the 34 - 35 chain, and jump-starting directly to the point where you will quickly enable your legendary items.
skirm leveling becomes impractical after about 45. Even with a full blue bar from vip rest xp and/or perk xp, it will take 4 runs of either tuck or thievery to do 1 level. It is though pretty much even with the amount of time questing will take at least solo to do the same amount of xp gain. Also I recommend questing for gaining virtues such as compassion and innocence. It is better to do the li quests at 46 from my experience since the quest that gives you the second li is min level 46. I also noted that skirmishes don't give li xp for completion at 45, haven't checked after 50 to see if that changed.

My detour occurred in the Bulwark of the West. I needed to help Aragorn with his preparations, BUT, when I went to him, I instead selected "A Man Called Estel" from the quests available from Aragorn (which sent me off on the lvl 35 quest chain).
No problem with the game, just my inattentiveness when I selected the wrong quest.
