Run into a serious problem and finally just figured it out, but now I am completely stuck with the Brown Lands quest line. I was doing the Trouble Enough quest group, got two of the three completed. The third is A Black Wind from the East for Dagbert. Well, somewhere in there I found the item that triggered the quest that proved good ol' Dagbert is a traitor.
I hadn't finished A Black Wind yet but was in Etheburg so I went to Ceola and just started systematically completing quests, one of which was the traitor one. Never thought anything of it until...
I did the Black Wind and came back to Etheburg to finish it by talking to Dagbert and he wasn't there any more, his floating ring was but he was gone. I believed at the time it was a bug and bugged it. Tried everything, logging, change graphics settings, finally dropped the quest in hopes of bringing him back. Now all I have is the floating quest ring but he still is AWOL.
This morning I was back in Etheburg and went up to Ceola and then realized what had happened! Ceola told me if he ever saw Dagbert again he would pay for his treason. So no Dagbert is gone and as it stands I am missing out on the rest of the complete quest chain because of it.
I would hope there is a mechanism in place to allow us to bypass Dagbert if he were found out but I can't find it. Has anyone else run into this?

I remember having the same problem. Very very poor instructions in this quest line. You fight Dagbert later in the Easterling camp in an instance. I guess he defected.
All of Dagbert's quests specifically say you can turn them in at Dagbert, or if Dagbert is not available, you can turn them in at Ceola. That takes care of scenario where Dagbert turns traitor before you finish his quests.
You cancelled the quests and now do not have enough for the quest deed?
I also couldn't turn the quest in at céola, he said something about Dagbert being a traitor but i couldn't turn in the quest. Been searching all over the brown lands for a place to turn it in before i cancelled it to try if that worked (which didn't).

This is very strange indeed.
I say this because both times I did this area, I turned in the proof of treachery before I managed to complete the objectives of Dagbert's quests. I didn't have any issue turning in the quests later at Ceola.
Sounds like an intermittent bug. Anyone else reading this should probably try to finish Dagbert's quests before Ceola's from now on.

Perhaps the issue is that there are two versions of the quest then, because my 'wind from the east' quest does not mention the italicized bit at all.
I did an ingame ticket...GM couldnt help....told me to do a Bug report. I did. Didn't hear anything. I went ahead cancelled the quest....same as above...hoovering ring where Dagbert is supposed to be.
Would indeed be nice to have the input from a dev such as was given about the missing bauble. We understand that if Dagbert was gone we could go to Ceola, but for some of us that wasn't an option, as Ceola had the blue ring above said head and would only answer with the Dagbert bad, Dagbert traitor praddle.

I have the same problem, tried canceling the quest but couldn´t get it back so I got a friend to share it again but still cant hand in.
Also stuck on 18/19 on the quest deed and I see a floating ring, I did all the quests again on another alt and for some reason this quest does not expect Dagbert to be gone while some others do and offer the option of turning it in at Céola.

I took a third character through the area yesterday. I see what the problem is now.
When the player first enter Etheburg, Ceola will ask the player to help the NPCs with four starter quests.
"Black Wind from the East" is one of the four starter quests. This one has to be turned in Dagbert. Dagbert gives out two other quests after this quest (one of which is "Blades of the East", which is what got me confused), and these latter two quests can be turned in at either Dagbert or Ceola.
I'm pretty sure I didn't get the quests to explore Helstor before I finish all four of the starter quests, but that might have to do with the way I explored the region. (It's quite hard to not finish Black Wind from the East before the others, since all it requires is the killing of a few Easterlings, which are all over the place.) The item that removes Dagbert permanently drops from a quest mob inside the cave in Helstor. If you were sent to Helstor by the quests before you finish Black Wind from the East, then you've stumbled upon some sequencing error, which is definitely a bug.
Did you guys managed to unlock the daily repeatables though? If your only concern is to complete the quest deed, the repeatables should count. This is going to be a hairy bug to fix because the phasing technology does remove Dagbert for good.

Since the block comes at the beginning of the quest line there are no dailies to be gotten unfortunately. If we get stuck behind this gate we have to sit and wait until someone decides it was an oversight. I got the quest item while helping a kinnie do the exploration deed, she didn't have a quest pack and asked me to come along, I saw the horse, picked it up, turned it in. Bam, problem.

I have the same thing happening to me too. I can live with not finishing Dagberts quest if maybe the Devs could add one more quest(no matter how trivial) to the brown lands so those of us that are at 18/19 with the deed could finish it.
Since we cant get to the repeatables, this might actually be a "temp fix" until they can figure out what happened.
Also, I cant finish the Great River deed because the Brown Lands deed needs to be finished first.
Thanks Tamiya, might indeed got something to do with it, as I helped a kinmate with a elite at Helstor and got the quest item, no idea that it was gonna bug the normal quest line so just turned it in. (Quest text says nothing about it as i read them all) Fingers crossed we are getting a fix for this soon as i need to a hell lot of leveling before my alt will be there and find out how the story ends.
Just found out the offending quest that causes the problem is not the one started by the horse in the cave, rather from a looted item from Hafoc in the cave. The name of the quest is Sellswords and Turncoats.

Bleh, I was half asleep when I started the Brown Lands quests and I guess I turned things in in the wrong order because now I'm stuck with this bug too. I'm pretty sure there was no warning when I turned in the turncoats quest and made dagbert disappear.
Would love for something official to come out to confirm that the result of turning in a traitor to the camp captain and therefore saving the camp from a villian is to block the completion of a quest line because now said captain doesn't want to talk to you because one of the folks you were doing the quest for turned out to be the traitor and he is mad because you drove him away.
In other words, please someone in a position of official authority confirm that the block was intended just because we turned in a traitor.
Tracking an Old Goat was such a problem but that could be lived with - the deed did not affect anything and the storyline progressed without it. All we missed was the completion of a deed, not a complete line of quests.
Blocking an entire quest line on the other hand because of an early and unintentional turn in of a quest "out of sequence" when it was a pick up quest in the first place (and the fact that it was should have been taken into account when during the design phase) is a bit, well, shall we say, uh, no, we shall not.
I mean, the item Turncoat's Note which starts that quest simply reads "This note implicates on of Céola's men as a traitor." Hey, I'm kindred with the Riders of Stangard (was friend at that time), why would I not want to turn this guy in?
(Yes, I know, I had the quest with 2 other pick-up quests for Céola, plus the two from him and the other guy and turned them all in en masse, but the logic behind the story line doesn't add up whether I had done it this way or intentionally to find the traitor...)
Lots of us want the deed completion and lots of us want to go through the story line. Some, like me, want both. Can we get an official comment on whether or not this will ever be possible? I mean, if I wanted this kind of logic I would still be playing that other game.

I actually did a bug report and two ticket for this, this afternoon. The first GM (i will mention no names so i dont get into trouble) actually spawned a 2nd Dagbert right there next to the floating quest ring, that had his own quest ring which let me accept the black wind from the east quest. I (i got a response in a matter of minutes) I accepted it and then Dagbert disappeared again.
I completed the quest and went to turn it back in to Dagbert and he was gone again, so thats when i made my second ticket and described what the first GM did to help me, Thinking that it would be easy to do it again. Well after waiting almost 2 hours this time the second gm tells me that he cant help me with this issue, and that they saw that i submitted a bug report.
So now i have the "Trouble" Quest and the "Black Wind" quest where i cant turn them in. I asked the second GM if they could spawn him the first time why couldnt they do it the second time and just got back the same generic response about not being able to help and a closed ticket.
I accidentally posted the above on my old beta account name. I would hope they would get this resolved as others have said the Tracking an Old Goat bug was trivial compared to not being able to finish a questline with repeatables at the end and two different deeds.

You should also care as the repeatables there give two of the five possible daily gold tokens. Your gold token accumulation will be hammered by 40% if you don't get those quests.

I do care about the repeatables, but so far it seems as though i can do nothing about it and am saving the gold tokens that i can get from the other repeatables.
I did submit another ticket about the issue this morning, cant hurt right? Hopefully they will fix this sooner than they did with "Tracking an Old Goat"
In the meantime, ive been working on deeds and traits.
Hm, something similar happened to me, but didn't bug anything.
The order I did the quests was that I handed in Dagbert's quests and all of Ceola's quests, but didn't do the brigand quests. I got the Sunset Storm quest, which stated that Dagbert was a traitor, but Dagbert was still in the camp. After I did the brigand quests, all was fine.
Gotta love for Turbine proofreads the coding for their quests.
I have this issue as well. Is there red quest text telling us not to turn in the sells words quest? If I had known, I would have completed the quests he has. This is not fair to us.

I didn't think there was, which means that it is reasonable for us to ask and expect a fix to this. In the case of the gravenwood quests, I would think they warned us. In this case, assuming that a lock out would occur was impossible, especially considering the lack of consistency in warnings.
