I have noted this, as well as an annoying new phenomenon I call "steed stalling" where a rented horse/pony suddenly does a 180 and stops. I've observed this twice now, will /bug it tonight if it happens again.
Steed stalling. Lovely name. I have had that too, on more than one occasion. Also, my minstrel had her stable horse running around in circles in Rivendell. For several minutes. If I hadn't clicked on the "dismount" button, I feel it would have gone on forever.
Aye it's happening to me too, a hit of lag every 20-35sec or so. Started today (Sunday) around 1AM EST when the servers are pretty quiet. Was fine post Update 6 until today.
Monster damage isn't piling up during the lag (2-8sec can't move/take action) that much like I would expect in other MMO's with lag issues so that's good.
Pingplotter to gls.lotro.com showed nothing over 56ms after 10minutes of testing. Actually after I started running pingplotter and playing, the lag problem cleared up for the most part!

Having the same issue of delay on firing skills, movement being choppy and stalling for both myself and mobs. It has gotten substantially worse since yesterday and is reaching an unplayable level now. Early morning, not many people on and it is bad. The issue is definitely getting worse and needs to be addressed quickly.
I've seen the skill interruptions, as well as what I thought was the dreaded "hitching" issues, but the symptoms haven't matched the previously seen problems.
I just submitted a bug report, after sitting stuck on a rental mount between Buckland & Adso's Camp for 5 minutes. Was interesting to watch the wildlife walk around & even up to my mount without getting aggroed, but I have fish to sit & stare at if I want so I typed up the bug report & exited.
When such types of getting "stuck" occur, I usually have to "Exit Game", then login again, and things resume, which was the case again. I just logged back in, and the game picked up right in the middle of the travel....
As one tech savvy kin member pointed out (Vilya), the problem is not your computers or connections (show by how chat still responds smoothly, and in my case, how i can promptly play first person shooters on servers all over the world without problems).
The LOTRO database is struggling, so your client just hangs passively until it gets a reply from the server. This used to be an issue before, although on a minor scale. Wouldn't surprise me if Turbine finally replies with the classic array of "things to do to your computer and internet connection" instead of doing the right thing which is TO UPGRADE THEIR HARDWARE WITH PART OF THE PROFITS FROM THE STORE.

Yes just reiterating what everyone else here and online is saying. The lag is making the game nearly unplayable and clearly is a Turbine related issue that needs to be fixed quickly.
Oh yeah FYI -- I can barely log into the Turbine store because of the lag and was hoping to spend a few hundred dollars but just isn't seeming to work right because of the lag.
One of the tech responses to a similar thread has you send all types of data ie: ISP, Router make and model etc in hopes of pinning it on user side and thus making them not have to fix or acknowledge it. Once they admit there is a problem then they have to fix it, as long as they skirt the issue and not make a statement all is peachy.
The server restart the other day didn't fix the problem, so not sure this one will. Still, it would be nice to at least hear that Turbine has acknowledged there is an issue. I wasn't able to play all weekend because the lag made playing way too frustrating.

Slight improvement with update today for me, it's gone from constant movement in glue with periods of everything stopping to spiking lag. Spikes are such that anything which needs positioning or movement is very hit and miss.
Tough for me to say. I was working with my hunter out of the Rohirrim camp in the Gravenwood and apart from a couple of hiccups I noticed nothing wrong. But didn't attempt to use a swift travel horse, and there were only one or two other players around.
For me it started off innocently enough. The odd freeze on a mount since installing update 6. It started to get a little worse as time went on, with occasional moments where the game would freeze up for around 10 seconds, before continuing.
Then came 6.0.1. On the day of that release, I noticed that when I hit a skill in my skill bar, it would take between instant and 2-3 seconds for the game to react. This was VAGUELY playable, and I persisted with it since as I am VIP I am PAYING to play the game, and don't want to have to give it up without a fight.
Today, when I hit a skill in my bar, it takes between 4 and 10 SECONDS for the game to react. The game is pretty much UNPLAYABLE now. I'm trying, I really am. But it's not very easy.
You need to do something about this, and you need to do something about it soon, otherwise myself, and I assume MANY subscribers, will NOT be renewing.
The game is broken. The fact that the servers are up, is irrelevant. You'd be better off taking them down and fixing the problem, than making us try to COPE with how laggy it is in it's current form.
So far there have only been THREE issues I have had problems with, ALL due to the latest update and patch
1: Stable Mounts:
No matter where I am travelling to (or from) The Stable Mount will only travel so far and then STOP alltogether.
Forcing me to Run back and hope it works this time, or, run on to the end point
This happens more so if, while travelling you decide to look at your map or any other panel.
2: Rebounds:
Some try to put it down to Lag. But my system and 100Mbit broadband say otherwise.
I can be running along quietly minding my own business, when all of a sudden I will be bounced back about 30 - 40 metres.
Most times this is bearable, but more often than not, my li'l 'obbit is running away from some nasty little Hob-goblins trying their hardest to kill me. Then as I'm almost out of the way, I get bounced back right into the middle of em.
I will give my Hobbit his due, he will stand and fight anything, but there comes a time when running away is better .... 2nd brekkies is a good example .... and getting dumped back into the fight is not what a hungry hobbit wants
3: Skills:
Another I have noticed lately is the increase in timers on most skills. At least that what it appears to be like.
I was taking one of my Hobbits through Moria today, doing quests in First Hall
While fighting, every mob that had any kind of induction ... Defilers dropping their Totem, Archers trying to heal themselves etc.... caused my Hobbit to go into auto attack, no skills could be used, so I couldn't even interupt them if I wanted to.
I don't mean greyed out skills like the Disarm, i mean hit the skill ... wait... wait... auto-attack ... wait ...wait... auto-attack .... wait .... fire
I have /bug'ed everytime it has happened so now just need to wait and see

The rubberbanding issues, the stopping travel horses, non-reacting skills...
It was slightly better right after 6.0.1 hit, but it is back to close-to-unplayable. Especially on my warden the non-reacting skills is a killer for building gambits properly.
I'm playing on EU-Belegaer and my kinmates experience the same problems.
I just get a kick out of what Sapience wrote in that link...

you have got to be freakin kidding me!!
all of a sudden since update 6, the server is lag is not their issue and the server performance is "working as expected"...
as of tonight i will be removing my VIP status...
if they want to continue to have my business and I'm sure a lot of other as well, they will accept that this is their problem and a server issue and actually resolve it.

I am going to recommend that anyone still experiencing issues like this not only review this article here which goes into detail on the types of lag, but also I recommend that you put in and follow up on a tech support ticket if you have not already done so.
There are numerous possible causes to the issues encountered and the only way to get direct and in-depth help narrowing them down is going to be via a support ticket.
One last thing I am going to recommend is reviewing your ISP's terms of service/usage guides. Try to find out if they have any 'fair use' policies in place, if they do any de-tiering or bandwidth management they do to prevent p2p/torrents or any effect they have on UDP inbound/outbound connections on non-standard ports is going to also have an affect on the games connection.
Some clarification on that above:
They might erroneously have it flagged as a possible p2p/bittorrent app (from a networking point of view the games connection methods can look like one) and are de-tiering its available bandwidth. That it began occurring after an update is notable because after a patch to the game its download usage is going to obviously go up, this may have triggered the network policies that will reroute bandwidth around what they deem a 'heavy use' application and are slowing it down to a fraction of the available upstream/downstream bandwidth.
