If you are vip or paid tp to remove money cap you can just mail the money to the other toon. this will cost a few copper.
actually 800 silver is nothing in this game the ability to earn money is very easy especially mid to upper levels.
also there is no way to lose money other then spending it you cant lose it in battle or anything like that.
If you are a free player, I don't believe you can mail money to another character.
You would have to get another free account. Create a dummy character on the new account. Dual log. Have the dummy character and the character you are planning to delete in game at the same time. You can trade the silver character to character. Delete the character. Create a new character. Have the dummy character and the new character meet trade the silver again.

As far as I know the restriction is not only on mail, but on trade too.
The way I did for the brief time i was not Premium, is to send the mobs' loot instead of the silver; but as somebody already pointed out, 800s is a small amount, you will be able to gain good money (for your level) starting level 18-20, i.e. when you'll get to the Bree barrows.

ok i know u cant trade players money on the free play side ive tried it myself n wouldnt work but to senf money in the mail u can unlock with buying tp, i could be wrong about that tho
As a Free player: You cannot trade away, or mail away coin.
As a Premium player: You can do both.
Whether or not you purchase the Gold Cap Removal has NOTHING to do with this restriction.
You become a Premium player by purchasing Turbine Points, or some other $ purchase which benefits turbine. [RoI via the Digital River webstore, for example.]
