There's a very old thread about not being able to find the quest chains in the Heathfells. Rather than necro that one, I thought I would make a quick post about what a friend and I discovered.
This is an area which is very tightly scripted. If you miss a quest, you can very easily find yourself running out of rings in the whole area. My quest partner and I were at 6/26 and couldn't find a single NPC who still had a ring for us. We'd both been through on other characters and knew where the quest givers were. We visited them all and not a single ring to be seen.
The old thread suggested that you had to kill the Houndmaster, pick up the letter he drops and go do the instance where you try to defend the Rohirrim Herald. We'd done both of those, had the completed quests recorded in our logs, but decided to see if we could do them again.
We were able to kill the Houndmaster again, get his letter and run the Herald instance again, despite having completed them several weeks ago. That broke the log jam. Once we'd seen the Herald die and took the report back to Grimbold, all the quests which had been unavailable popped up again.
So if you get stuck in the Heathfells, try running or even re-running those two quests and you'll probably be ok.
I'm not a big fan of all the gated quests, as reported many times it can leads t missing a large number of quests. I don't know why something thinks it's a good idea, it seemed to really start with Enedwaith and they went all out in Isen to work their quests this way.
I have already defeated the Hound master and rescue the Herald as well.
I'll try your solution and go back to the Hound master. I'll post the results here = seems there is a bug somewhere.
Edit: I went and defeated the Hound master again and no drop. I then went to where the Herald is located and he wasn't there.
So it seems I have the bug in a different part of the chain. I went to the cave and there is no pick on the grouind so it is somewhere between the Houndmaster and the pick for me I'm guessing.

The quest I was missing is called "Failure to communicate".
I suspect it wasn't showing up because I had progressed to Part 5 in the book quest line. I canceled the book quest and one other level 75 quest I had in my log (I'm on a level 74 Warden charater for this bug) then I found the failure to communicate quest open. (at least I didn't see the quest ring prior to canceling the book quest)
So one possible solution for those having problems is to cancel open quests that are ahead of your current quest line (including the book) and see if something new pops up for you.

The Heathfells is the buggiest zone I've encountered yet in lotro. The Iron Pit feels like something that was left 65% finished with loose ends that should never have made it out of beta.
I'm 29/30 for the zone quest deed and I know what's missing. After you run around doing things for the leaders of the Rohirrim and Dunlending slave groups, Edhere is supposed to offer you a final quest in which you "travel" to an instance with him "Revolt in the Deeps". I suppose this is where all that McCoys vs the Hatfields beef between the two factions gets addressed but Edhere isn't offering zip.
I imagine I will do one of the dailies over and get my 30.
No working map, deadly falls as easter eggs and the instance that would have made
sense of story developed by the quest chain is missing. Generally I'm not too picky and just enjoy the game in whatever form it takes but I must admit I'm pretty disappointed.
Okay - forgive the rant, I spoke too soon. Edhere (the Rohirrim slave leader) now has a quest ring. Seems this chain is gated by other factors than just completing the two factions quests. I had at least one quest open from Ondor the dwarf when I had last attempted to address Edhere.
According to Lotro-Wiki the quest I now have "A Deadly Thirst" begins a series of 5 quests including the "Revolt" instance I was looking for. This will bring my Heathfells total to 34 which is 4 more than the needed 30 to complete the zone deed.
