I am new to the game, and as hard as I searched through the internet and using the search features in the forums, I can't find a definite yes or no to the question:
Are there level 65 Guild Recipes, and if so who and where?
I did learn I could buy level 60 Guild recipes at Lothlorien Vinyard, given I met the appropriate reputation with bot hthe Elves and Guild.

After the level 60 Lothlorien crafting guild recipes, the next are at 75 for the Westfold tier. Those recipes are all available from the crafting guild and do not require reputation with the Men of Dunland nor with Theodred's Riders.
As best as I recall, all of the Mirkwood recipes are one-shots, require friend reputation with the Malledhrim, and must be purchased with leaves. I am an avid crafter, but skipped all the Mirkwood recipes; thus my inability to thoroughly respond to your question.
There are all kinds of Mirkwood recipes. For example, there are full sets of light, medium and heavy armor recipes for level 65. None of these are one shots. You buy them in Ost Galadh with leaves. I looked ealier today, I do not have a cloak recipe on my tailor. Odds are there is no level 65 Mirkwood cloak.

I just checked the Malledhrim crafting recipes. I was wrong in my earlier post about them being one-shots (not sure how *that* got into my brain). The requirements for all recipes (there are some for every production crafter) are:
1. Friend reputation with Malledhrim
2. Supreme crafting ability in the respective crafting discipline
3. 25 Malledhrim Bronze Feathers (the Mirkwood reputation item which is rarely in short supply)
4. Level 65 to equip or use.
I was correct in my earlier post that none of these recipes are Crafting Guild recipes.
Incidentally, some of the light and medium armour recipes produce cosmetically handsome clothing; some of my kinmates crafted the light armour only as cosmetically equipped gear. Looking more closely at these recipes, I am forced to re-evaluate my opinion. For the non-Guild crafter, the Mirkwood recipes--with critical results--produce gear and consumables that are quite competitive statistically with the level 60 Lothlorien Guild output.

As others have noted, the Mirkwood recipes or normal, not guild recipes. They are generally comperable to the lvl60 Lothlorien guild recipes. A little stronger on armour value but weaker on stats. I typically find I'll replace just one or two of the Loth pieces with Mirk ones as I'm leveling up.
The generation of random numbers is too important to be left to chance.
