I don't think that there has ever been one but I would be ecstatic to have one installed. I ran into this problem last week.

There was one, I used to run in it all the time because I duo'd all the time with a friend. I'd set it to Free for All with Roll/Pass and set Loot Quality to Teal/Cyan, that way we could loot all we wanted and only get bothered by the rare thing. We'd just stack up materials and swap them every once in a while for each others' crafting.

Turbine had some problems with the loot rules not working correctly. They have been tinkering with them. Some people found a way to exploit the loot distribution system.

I dunno.. it only just recently disappeared for me and I had been using it since Free to Play launch. I'm going to venture a guess that it disappeared with Update 5. Perhaps something to do with the Instance Finder and loot rules there.

No. Free for All with Roll/Pass is not the same as Round Robin with Roll/Pass
The problem is that Free For All with Roll/Pass is no longer an option.

How it is different? It does what the name suggests, maybe?
Free for all: mob goes down, first to loot it does so. Rinse, repeat.
Round Robin: mob A goes down, player A gets its loot. mob B goes down, player B loots. Rinse, repeat.
The Free for All with Roll/Pass loot rule is the best! I've been sad about it since the rule dissappeared. It always bugs me when someone doesn't loot in a fellowship and a body just sits there waiting with what could be the treasure that might be needed.
As an example I was in a Grand Stair with some friends, the loot rule was set to Round Robin with Roll/Pass and bodies were just sitting waiting to be looted. I was clicking on them doing my resposible duty to clean up the area, and the message kept popping up saying I can't take anything. After a bit I mentioned it and my level capped friends said "Oh I haven't been looting." So they went back through and cleaned up the mobs that were laying about and a Mithril Flake comes up to roll on! I didn't get the flake but at least someone did.
I know Round Robin with Roll/Pass is meant to be fair so that all parties have a chance to get the trophy items that drop. I solved that situation by setting the rule to Free for All with Roll/Pass and the loot quality to common. That way when I'm on my ranged characters I still get a chance to make some coin when I'm playing with a melee class that always loots first.
Sorry if this is wordy. Round Robin doesn't cut it for me and Need/Greed/Pass is too many options. Please bring Free for All with Roll/Pass back!
This is driving me bonkers! I've always run Free for All with Roll/Pass when duoing with my husband and fellowshipping with kin and I've been playing 4 years so was not a short lived loot rule. In these situations it made loot a nice easy task. Round robin has us all running around like ninnies looting our assigned mobs. Need/Greed option seems to be the solution I just tell peeps to roll Need as the Roll option but I've alway thought it looked messy and well, I want my FFA Roll/Pass! It also kinda bugs me that this was an undocumented change again it seems (disclaimer: I do read the release/patch notes and if I missed it ofc my apologies) when you change stuff like this... we like to know!

Honestly, I would have loved this feature in Moria instances. I HATE! ABSOLUTELY HATE plowing through a GS and having loot boxes pop up every friggin 2 secs...I actually had rules when I played:
Use your effing fear pots on Boss #1 (or I'd leave) and don't loot the mobs until Nardur was down.
You'd be surprised at how often groups that ran with me found nothing objectionable to my ground rules, and actually followed it to a 'T'. They were fabulous runs, resulting the smoothest of runs.
There most definately was a Free for all Roll/Pass option. I don't understand these senior members saying there wasn't one.
I also don't understand why there's been no word of explination from the comunity team.
Surely someone somewhere knows why this has been removed, or am i just left to speculate that they did it 'for the lols' or just to annoy a section of the userbase.
Please, please bring this back, or at the very least tell us why it's gone.

no, it's the worst most unfair loot-rule of them all... this way the fastest player gets all... it also encourages "battle-looting" so as to get the loot before the other players get it... horrible stuff, I see how this would work in friend duo-groups, but that's it, in larger groups it's awful...

Well, that's why there are other loot rules available for use in large groups or PUGs.
I miss FFA-R/P too - I duo a lot with my best friend and it worked well for us. FFA-N/G/P does the job, but I'd love to see the roll/pass option back.
I don't see the big deal of whether you click "need" or "roll" all the time, if you're gonna roll on everything anyways...
Nobody said anything about rolling on everything. If you are grouping with a parter or kinnie (and to be frank if you are in these situations and you have real concerns over "battle-looting" over vendor/task trash I'd suggest you reconsider these social encounters) it speeds things up, coin is distributed fairly, we use uncommon so anything other than trash can be rolled OR passed on and thats what we do. At the end of the day we didn't ask that they brought FFA Roll/pass back and enforce everyone to use it, I think people have said they used it, liked it and would like it back/like a response if and why this has been removed from the game. Fair enough I think.

yes please return this one to the game. It is great for duoing, while leveling since one of us can hold on to all the vender trash and the other can hold recipes and stuff. then we can switch later. with round robin roll pass, we both clutter up our inventories with vender trash and its really annoying. i dont like ffa with need greed pass as well for duoing since my friend and I already know what we need or dont need.
