As a returning player, i've just hit level 75 on my character. Back from Mirkwood times I have a really fine Burglar's tool 2nd age level 65.
But now my character is level 75, so should I grind for getting a second age lvl 75 burglar tool?
What I am also asking is; is there any specific difference between weapons with different levels?

It's not necessary to get level 75 tools. Most of the legacies are based on percentages or cooldowns and aren't affected by equip level.
Disadvantages of level 65 tools:
- can't equip the level 70 relics, but they are very expensive in shards anyway
- slightly lower incoming healing
Advantages
- easy to get the Symbol to craft them
- can use Scrolls of Empowerment to upgrade tiers which are much cheaper than Scrolls of Greater Empowerment.
They start with a max level of 60. Once per L.I., you can use a scroll of delving to unlock 10 more levels, so 70 is the highest you can get. Good luck.
The starting stat and max stat are higher on lvl 75 items then they are on level 65.
Legacy of Agilty for example could start at 25 on a level 65 item, but 35 on level 75.
If you plan on using one or more of those you might want a level 75.
Worn Symbols are that hard to get anyway, but the reduced price on Scrolls of Empowerpent could be more important.
You could even try to get a Symbol of the Elder King to get a First Age level 65.
You would have even more points to spend, and better "passives" I think. ( -6% trick costs or something)

No arguing here, just supplying a little more accurate information (since I have the data here).
Stat legacies on a SA L65 rank up thus: 11-13-14-16-17-19-20-22-24
Stat legacies on a SA L75 rank up thus: 33-34-35-36-37-38-39-40-41
I don't put stats on TA items, and I don't have any FA items to know if they are different than the SA listed above (other than having 80 more legacy points).
I have seen -3%, -6%, and -12% tricks cost on SA L65 bags I have made.
I have not made a L75 Burg Bag - but I have inspected a few, and I have not seen a rating higher than the SA L65 rank 7 rating of 1820 Incoming Healing Rating, nor a Tricks Power Cost reduction of more than -12%. This does not mean they cannot be higher, but I have not seen one.
I have three full sets of Tier 6 (the minus attack speed one), Tier 8, and Tier 9 relics from the old days on my Burg, as well as a full set plus of Extraordinary Tier 6 (L65) relics and some new Tier 7s and one Remarkable T7 on my SA L75 dagger, so that colors my thoughts on bag level in regards to the L70 remarkable relics. However, the right Extraordinary Tier 6s are pretty dang good, and the bag legacies are often too good to part with for a stat legacy, and with L65 Empowerment Scrolls so cheap, the SA L65 bags fully viable - at least in my opinion.
By the way, if you run the MW 3/6/12 man instances to get the deeds, run the Endwaith dailies for Gold/Silver tokens, and the "In Your Absence" daily and the 3/6 or even 12 man instances, along with some skirmish purchases, you can make every legacy on your SA L65 bag Tier 6 in no time.
1 Scroll of Empowerment =>
*** 75 DG (MW) token
*** 30 OD (Northman) tokens
*** ? Gold/70 Silver Endwaith tokens (Sorry, I forget how many gold tokens - 20 I think?)
If you do that you can max even a seven (7) legacy bag (got one of those from the old days) to rank 9 with some points in Incoming Healing Rating or, if you trade off one for a stat scroll, you can max five and bring Incoming Healing Rating to rank 7 and still have points to rank up a stat part way.
