The southern third of Eregion, inside Moria, Lothlorien and Mirkwood.
If you are in an area where you can see nodes of Khazad Copper and Khazad Tin, you will find Ilex wood nodes in the same area. If you are in an area where you can see nodes of Khazad Iron and Khazad Gold, you will find Mallorn wood nodes in the same area.
By the time you get to Lothlorien you will be up to your ears in Ilex and Mallorn wood - by Mirkwood you will be passing it up because your bags are too full. Eregion has Ilex but not until you get towards the bottom/south - once you get in Moria it will show up often as stacks of wood (rather than downed trees) and there is an instance where you can do some quests and have access to tons and tons of wood - its close to the 21st hall... doing those quests gets you rep too so you'll probably end up doing them daily - getting loads of wood and rep. Also if you are in a hurry check the AH, Ilex tends to go for cheap on my server because there is so much of it...
It's been a while since I ran any of the crafting instances in Moria but they only spawned the resource nodes once per week. You can do the instances once per day, but unless the devs have changed the timing on the resource nodes, you can only get the crafting resources from them once per week.
Thank you all for the input. I had luck finding Ilex in Eregion, but I cannot get into Moria. Every door or passage I go to tells me I don't have the corresponding quest to enter. I am 44 level Hunter Elf and a VIP, what quest or deed do I need to enter Moria?
You have to hit 45 before you can take the Moria intro quest. But I recommend waiting til 46, so you can complete the orc cave in the intro, for the rewards, especially Half-Orc Stalker, which is a great offhand for that level.

Explorer is recommended for new players because it has two gathering professions that you can gather mats with for selling for many silvers. It's double recommended for medium or light armor classes because Tailor lets you make your own armor and cloaks.

If you're careful of your surroundings enedwaith can also produce mallorn. Just be warned that the mobs there will take a lot of interest in the unwary.
Just to clarify, there is no Ilex in Lothlorien or Mirkwood as far as I know, it's all Mallorn. Ilex is the low tier 6 wood, Mallorn is the high tier 6 wood. I think you can use either of them to level, but you need Ilex for low tier 6 recipes, and presumeably for guild symbols as well.
