Are you at all surprised?

Different devs work on different things. When something that affects their part of the game, they may or may not have time to work on it depending on what they are doing at the time and what their current deadlines are.

When it comes to something like the WL bug, it's obvious that they haven't had any idea what causes it since it's inception. It's also obvious they've spent a lot of time tracking it down. After awhile, you just have to shelve it and work on other things or else new things will never be worked on. This is one of those things.
