I've been trying for months to try and purchase a deluxe house in either Falathlorn or Breeland homesteads on Brandywine and have not seen a single vacancy. I understand that when the neighborhoods fill up, a new one is supposed to be made. However, every single neighborhood in the Breeland has but 1 or 2 kinship houses and nothing else, so now individual players can't buy their houses. Is this going to be addressed soon?
I believe Human housing been this way for at least two years. At this point, I am of the opinion that nothing is going to be done. You have to buy a deluxe in one of the other racial areas, if there are any left.
The difficulty is that all the Human and Elf houses on Brandywine are in play. There are no more neighborhoods to be created. When the housing system launched, all the houses and neighborhoods were built into the game software. In order to reduce the daily operating costs, only a few of the neighborhoods were created.
There is always an upper limit on everything. The game runs on physical machines. There is only so much memory, CPU cycles, network bandwidth ... You can either put in hard limits - like what has been done here - which is prefered solution. Or you can put in soft limits, let it grow until the application rolls over and dies - never a good idea.
Years ago, many people may not have run into situation. They telephone companies ran into the situation where demand for telephone land lines in some areas out stripped the ability of the telephone company to provide service. You would move into a home. Call up Bell South or whatever at the time for a telephone connection. You get a waiting list number. Estimated wait time of six months.

They Auto create another neighborhood until the max Hoods of 255has been used in a racial area.
Unfortunetly Turbine made a foolish mistake some time ago to never boot anyone from thier houses for non payment of upkeep hence the reason you will find most closed due to non payment. Evidently Turbine places more value on Non Playing non paying members who in many casses have been gone since the Migration due to failure to migrate or have been MIA for as much as 2 years or More.
There are Multiple threads asking Turbine to correct this Mistake and start Booting anyone that has failed to Migrate and or have not paid upkeep in 1-2 years.

Short answer: Nope. It's been like this for years, specially on brandy.
Long answer: Give them, time. I am sure they will come up with something like, designating you a constable so you can serve and evict non-paid residences of your choosing for a wad of tp.

I've read countless of topics and discussion about this very same problem, mostly in big servers like yours, an it seems that, for the foreseeable future, no action might be taken by Turbine; no action that we know of, at least.

In the past, the neighborhoods I had been in contained houses which had not paid upkeep for some time. Why doesn't Turbine just remove ownership of the house after say, 6 months without upkeep? It's not like items within the house would be lost anyways, they could simply be returned to the owner via mail in the same way that auctions are. I'm almost positive the whole problem could be solved by that simple rule. I mean, I'm a very busy person, between college and work, I still find time to check LOTRO every 2 weeks or so, but 6 months? If you're gone for 6 months at a time, either you don't like the game anymore, or aren't in a position to play. Either way, I feel as if logic dictates the house should be recycled.

IIRC, it has to do mostly with military personnel that, when on tours overseas, can't really log in to pay upkeep or something; Turbine went all stars-and-stripes on it and made the change to keep your house forever (or as close as you can get on games like this).

You are describing something similar to the original implementation. When your maintenance was due. You didn't have silver on deposit. Bye Bye House. All your stuff went into escrow. After some more time. Your stuff went away.
Turbine got thousand of posts demanding that Turbine stop taking our houses. People would come back. The home and all the contents would be gone. Turbine apparently did not have the resources for a more robust housing taking system. Turbine took out the release code for personal housing.
Housing is a discontinued feature. All that gets done is NPC updates. Or changes to the fixed common areas. Nothing gets done on this issue or real enhancements.

If only that was true....
Housing is not a discontinued feature the feature is still in game.
It is only unfairly no available to newer current paying customers.
This is something that most be corrected.
Either free up houses by BOOTING THE BUMS OUT!
or Actually DISCONTINUE the feature for ALL!
I've seen postings saying this before, however the deluxe next to my small house was open until last week when a friend snatched it up. He also stated he saw nothing open at the time I told him of it. It may just be there are open houses and the system for showing them is broken? I'd take a stroll through a few neighborhoods to make sure. Can't hurt.
Housing is NOT a discontinued feature. There are new housing decorations, which had to be designed, as recently as for the Treasure Hunt. What I suspect (and hope) is that housing will be expanded, such that new neighborhoods will be made in new regions as we travel on to Mordor. Whether or not that's the case, I agree that people who haven't logged in over a year need to have their house reinstated in the market, with all items transfered to escrow. It is truly disheartening to see so many locked homes that other people would have otherwise enjoyed through ownership. Housing adds another layer of entertainment for me, and I'd imagine for others. Heck, I even put my address in my sig for anyone who wants to go visit a guaranteed open house.

It costs dollars to take the feature out. You might break something important in the process. There are always people that are happy with the feature as is. You leave the feature in the software.

We are never going to update the feature. Some of these features may not even be offerred by any cell phone provider. The only way to find out for sure is to take the feature out. Wait to see if anyone throws a hand grenade into the development area. It is rarely worth the effort to create opportunities for more thrown hande grenades.

That's the situation I am right now with high speed broadband. All we have is slow speed DSL. When I get off my taxi in Bree I have to wait for all the npcs and players to appear, so for a few seconds I only see a vacant Bree. *sigh*
