Im not sure why lotteriers happen on/through the forums considering the game and forums are 2 entirely different places that share nothing but a password. I would like to see the lotteries being part of the game where they belong and not part of the forums. I think it would be more immersive to see a supplier or storekeep or even a new NPC like a lottery master to enter lotteries than to log in a browser, possibly even pay some in game coin (copper pieces) to "buy" your tickets.
In my opinion, they do it that way to encourage players to check the forums because I know plenty of people who never checked the forums until they found out about the lottery. Before you say they go on just for the lottery my friends look at it as they may as well check the forums while they're there. That is the consensus of my opinion.

The lotteries were and are intended to be an out of game supplement. There is a mechanic in game to use the forums and lottery system via the in game browser.
The suggestion has been made a couple of times, but the intent of the system is to be external to the game and the cost of creating a version in game would not be trivial (meaning you'd have to decide what feature you'd like to lose to pay for the time and cost of building the lottery system).
