I know Riding Skill has to be purchased before buying a mount (in game or in store), so if one of my L10+ newer characters wins a mount in the lottery, will they have the mount but be unable to use it until they purchase riding skill? Or will they not win the mount in the first place? Or, when I see the mount in the mail, do I need to purchase Riding Skill prior to detaching the mount? Thanks.

Malindruel provided an excellent description of what happens. Just wanted to add that until you learn the Riding Skill any Mounts you receive (see Note, below) will act as non-stacking items that must be kept in your Inventory. This can be awkward for Free-2-Play accounts which have very limited space.
I do not recall whether they can be placed in Shared Storage, Character Vault, or the Housing Shared Chest.
Note: There are 1 or 2 other ways to get Mounts besides winning them, which will be affected in the same manner. These are creating a new character on an account that receives an free, account-wide, mount as obtained from RoI or Mithril Edition.
The mounts are non-stacking items, but they CAN be stored in your vault. One of my f2p toons won one and has it stored away in her vault until I purchase the riding skill for her.

If you are a VIP why do you not have the riding skill?
The quest unlocks at lvl 20 over at hengstacer farms... stop that walking already :P
If your toon is lvl 25 as shown then you have no reason to waste 95TP on a skill you paid for with VIP
