    Helm of Parted Clouds bugged?

    Does anyone know if it is intended that it has Tactical Mastery Rating and not Physical?

    I think Captains use Tactical Mastery.
    One day, Overpower will be raid-viable dps stance!

    Yup, that helmet is definitely a Cappy helmet, having both Crit rating and Tactical Mastery (which determines Outgoing Healing).

    Yes that is the cappy's helm.
