Well to start off I upgraded to VIP for 3 months then cancelled right away to keep from getting a re-occuring charge. everything went fine then I was booted from the game and all of a sudden went non-vip. I don't want to reactivate it because I might get charged. Is something wrong? I wanted to VIP but now it's gone...

So is it safe then to re-activate it? I used a debit card and said that I am currently unable to get my checking balance.
Turbine recommends waiting at least 24 hours before canceling to allow the charge to process completely. They process all payments at the same time in the morning (US eastern time). If you cancel before the payment request is sent, the system interprets it as if you changed your mind and did not want the VIP, so it does not send the payment request. If you resubmit the upgrade request and wait at least 24 hours before canceling it should go through. If there are any problems you can contact Account Management for assistance (check the Moderator's signatures in the stickies for contact information).

This situation is normal.
When you buy VIP via MyAccount, Turbine gives you about three days to cancel the purchase. You buy at 11:14 on July 25, 2012. Cancel at 13:34 on July 25, 2012. Turbine treats this situation as a buyer regret. Removes your VIP status. Does not bill you for the purchase.
You have to wait three days before cancelling.
In USA, many purchases have s mandatory three day cooling period. The buyer can return the product for a full refund within the three day period. Turbine does not refund subscription fees. Instead Turbine uses a wait two or three days to make sure the customer really wants their VIP status.
