Somehow I feel beeing ripped off. I am paying a VIP-subscripting currently and having my subscription being running out.
Now we have a 20% sale on quest packs and I am not allowed to buy any of them for my time after subscription.
What the heck is that?
Is there any reason to keep me out from that? Must I be forced to buy them after my subscription runs out and they are back to full price?

I know the feeling, I had the same problem. They want to keep you VIP. As VIP, you don't need to buy it, so they don't offer it to you. Most of the thing that you get as VIP cannot be bought while you are VIP. This way, you need to stay VIP.
Even the smallest person can change the course of the future!

I remember they saying, (somewhere on DDO forums) that they didn't wanted to deal with whining people, who buy packs as vips, and complain that they bougth something they got acces to.
LotRO is not MMORPG. It turned into MSOGGG (massive single player online gear grinding game)

I believe the "no refund" policy is behind this implementation. Turbine does not want to deal with having to give out refunds because it costs Turbine money. Turbine does not want to deal with the consumer back lash via Better Business Bureau, other services, rules, regulations and government laws.
The idea is that you can not buy something you can not use currently.

I made a post about this earlier and I agree. I think it would be pretty easy for them to implement some kind of barrier to stop people from accidentally buying this stuff. Just make a store section for VIP members that only sells exclusively items that you already receive with VIP access. Make a few gateway pop ups confirming the player knows what the deal is and you wouldn't have issues of people accidentally buying things they don't want. And you could discard refund requests because the person knowingly went through a minefield of warnings before making the purchase.

i'm from germany, but i try to describe the "problem" in english.
My neighbor is currently VIP (30-day-pass), but the subscription runs out on thursday evening 18:00 german time.
The question ist, when does the weekly store offer change, because he likes to buy Evendim and the North-Downs at 20% off.
This offer runs out on thursday evening, too, but at which time? Evening, U.S. time? That would mean, in the middle of the night here in germany. So, my neighbor would have enough time, to wait, until his subscription runs out, and to buy the two questpacks afterwards.

I think it would be nice for the VIPs to be able to buy the quest packs or at least buy an access key which can be added later and unlocks the content. This would be useful for VIP players to take advantage of discounts, like the 80% discount on the Mirkwood expansion back in the days.

You CAN buy expansions. I'm VIP and I had no problem buying RoI. Of course I pre-ordered... but I've had friends that bought Moria with no problems as VIP.
The reason you can't buy quest packs while VIP is simple. They want to make money off of you. If you go VIP and they have a sale, they'd rather you didn't take advantage of that sale so if you ever revert to premium they can make the full price of that quest pack from you.
They set up the store to show the quest packs you don't own. As VIP, you are 'renting' those quest packs so the store sees that as the same as owning them. I don't see this changing any time soon... if ever. In the long run, they make more money off the people that miss the sales but no longer want to pay monthly. And that is their goal... to make money.

I had the same exact problem. I solved it by staying Premium and waiting for sales until I had all the quest packs. As it turned out, I liked being premium better. I haven't spend a cent on the game since I went premium, I have all the quest packs, and I enjoy playing for free. As far as I'm concerned, this policy backfired on Turbine.
