That set comes from the cancelled Dwarf Lamp instances in Moria that never live launched. You can not get either piece. The quest is not active in game either.
The mob Thaguzg was reused and put in as the last boss in the Lothlorien six person instance called the Halls of Crafting.
The Lore book is a raw dump of the game data. It includes entries that are not active in live. It includes entries that are wrong - for some reason the entry was not updated when the game changed. It includes entries that should have been deleted when the content was removed but got missed. It is missing entries that should have been exported something went wrong with the export.
At best the lore book is 90% accurate. About what you get as responses from the knowledgable old timers like me.
It is sometimes very interesting looking at the broken links in the lore book because it is raw data dump. Those links are broken in the game software making the content not doable.
If you look carefully you will find some of the internal testing support items in the Lorebook which are not available in the live build. The items are in the game data. They are inactive because it is not test load.

How did you learn about the details of the cancelled quests and such? Was there a dev post?
The dwarf lamp instances were part of the Mines of Moria beta. There was a developer post back in 2009. Long since purged. Stating we are moving on to the new expansion Siege of Mirkwood. All remaining unfinished content in Moria is cancelled.
Mines of Moria was so long ago most people forget how much of the original content was not avaiilable at live launch. The content was added as part of the regular updates at least until the second expansion hit. At which point Turbine had unfinished second expansion content to finish.
My characters carried some of the dwarf lamps around for a long time hoping Turbine would finish the instances. You could pick up the pieces. They would say. Starts quest ... Using that item does nothing.
