I'm asking this in all seriousness so excuse my ignorance, but, is it the Rank 10's that needed the most help? Is it possible that the ranks that saw the greatest increase were actually the lower ranks?
I know that the higher ranks were looking to return to 1v1 parity and I understand the disappointment. However, is it possible that larger mitigations across the largest subset of the Creep population will still provide a large boost overall?

No, because in order to work, there have to be high level creeps to command the forces. The low ranks don't know how to group or even play. And once they learn how to play and learn that they are ranking for no reason (stats don't get any better) they quit. The end result is a cyclical "creep flight" from the moors and an unending fox-hunt of freeps preying on unranked creeps. The quality of a PUG creep group is so fail that words cannot begin to describe it. The most balanced play comes from high ranked creeps grouping with a small portion of low ranks being apprenticed. This is how Azanakh brought up many of the high ranked players, who have now either quit or splinter off into small groups or hide doing 1v1s.
Mitigations HAVE to be fixed on the individual level. You cannot take a gestalt view of the moors, because people don't play as raids, they play as individuals.
There is no reason Legion couldn't still own the Moors. Gothnon + anyone = unbeatable except by twice their numbers. I understand the desire to solo or small group since it offers the greatest rewards for the time spent. That's how I prefer to spend my time in the Moors. But if the need is for the high ranks to whip the rabble into shape, why aren't they? Why are the Creep leaders farming Creeps on their Freeps right now? The high ranks won't lead unless they have 1v1 parity?
Not worth the struggle anymore when the stats are so unfair. It's like saying, "hey you could make enough money if you worked two jobs". Well yeah I could, but you make 4 times as much as I do and only work one job where you don't do anything. So yeah, why should I flip burgers AND clean toilets while you sit behind a desk all day. Not happening. It's human nature to want to win. I have fun on my Minstrel because everything dies around me. On my warg, I have trouble with the most awful keyboard turners, much less the good players. I'm gonna play to have fun every time.

Hey Cariance, go lead creep raids. You want balance in the moors right and it's so easy to do right? So go do it. Why just sit on your freep and farm instead? Come on, give it a shot.
I knew it. Giving mits back, while nice, pretty much adds up to "Cool, now I get hit for 4900 a hit instead of 5k" and yet they still blew it.
Freeps have been redesigned for a PvE world. That's first and foremost the concern. Although I have to say could they possibly make the PvE any less of a challenge? Only challenge is to design your groups with less people and less than ideal classes. PvP sadly, just isn't really taken into consideration. Turbine doesn't care about PvP. LOTRO is not a PvP game, never was. PvP was thrown in as a side thought and nothing more. LOTRO is a PvE game, freeps are where the money's at. This game is simply easy-mode for freeps and creeps are just a bump in the road, just another deed to complete and way to get armour. It's like farming flies in the shire for Determination. And with the game having gone to F2P, making it even easier was likely a necessity for all the people who come into a game that are not "hard core". I still say it seems like they are trying to do everything possible to get people disinterested in it so they can just kill it as a failed idea. "Oh well, we tried doing PvP for you and you didn't like what we did."
Seriously, there is just no way to keep "accidentally" screwing up on this grand of a scale and to not understand by now what needs to be done. It's a complete joke.
I played this game since the beginning. I loved it and the people. Still love the people, but I've lost interest since over time the only thing I enjoyed was creepside after spending years nonstop freeping in PvE and PvP. Part of me keep hoping things will be balanced out because I'd love to play from time to time, but it's pretty apparent that's just not going to happen. There's obviously other issues I have with the PvP, but the fact that the developer obviously doesn't have a care in the world for many players is pretty much enough for me.
It's much more fun getting ganked by high levels in open world PvP while trying to quest. Especially when you turn the tables on them and kill them while they are 20+ levels above you. Most satisfying and appropriate CJing ever. Or when every lowbie in the area gathers up to zerg them in response to their continued gankings on low levels because they are too fail to go fight someone their own level. Granted it can get frustrating, but then I expect to be destroyed in a few hits by someone high level, not by someone my own level.
