What on earth does this mean?
There was a bug in the Orthanc Fire and Frost boss fight. I think the story is that some Dunlendings have been corrupted into powerful giants, but the only time they appeared as Dunlendings was for one second at the start of the fight, when they quickly went giant->Dunlending->giant. They were giants before you activate the fight, during Saruman's boring chat, and during the fight, whereas I think it should have been a shock to the raid group, ie 'oh, Saruman's leaving us to fight 2 Dunlendings!! Awesome, faceroll time! [2 seconds later] WTFOMG!!??!?! GIANTS!!!!"

This is something that should have been added years ago. Just like they changed being unable to ride through an instance portal mounted. There was a time you had to dismount.
Anything that makes action more fluid should be added to the game. This helps.
Looking on the UI part in the patch notes, what is the Event Panel?

Maybe they did it because too many people were simply getting them cheap through skirms and selling them. If so, all this will do is drive UP the price of greater scrolls with no actual change in how people farm to sell them.

I think the price was right. compared to a delving scroll which is like 2K marks.
Silent Riders quest now back? Looking through the patch notes it doesn't seem so but they are also not in the known issues thread. Or did I miss something?
I don't see any information on the missing quest line in Gravenwood. But I don't see them listed as a known issue anymore either.
Have these missing quests been restored?
I have toons waiting to finish Isengard, but don't want to keep working in the area until this missing quest chain in restored.

Also, I'll believe the crafting relic bug has been fixed when I see it. It worries me that it says "unusable" when the issue was we couldn't purchase it to begin with..

As far as I remember, patch notes are posted by Sapience or Celestrata. Who work more regular hours than the server monkeys, so it's normally a couple of hours into the downtime before they get posted to the forums, as the downtime starts way early in order to minimise disruption/allow maximum time to fix anything unforseen.
I think Sapience starts before 9am on patch days, so they might be up soon. What Turbine say and what they do, regarding patch notes, is honest. They say that the notes will be posted during the downtime, so technically they don't have to post them until they're about to bring the server up.
I'm usually here about an hour into the downtime; so 7AM ish usually.. I was in a bit late today due to an insane Dunkin' Donuts Hot Chocolate Turbo craving. As a general rule we try to get the release notes and known isuses out before 8AM on a patch day or roughly half way through the maintenance. German and French translations usually make it up before lunch time, though we do try to get them up by the end of the downtime if we can.
Also, note that we changed how we name patches. Today's patch is Update 5.1. Point releases (.x) serve the same function as the old 'patch x', but as others pointed out we do sometimes slip more than simple bug fixes into patches so this makes a little more sense.
It's also much easier to type.

I guess it's an answer to the complaints about the newest addition to the store. Would have been hilarious if it were just a handful of loud whiners overblowing it, but answering a major community uproar with sarcasm in a patch-notes? I played a bunch of MMOs and I'm astonished, never saw something like that.
The way it is formulated really reads like a thinly veiled "#### you" to lifers and long-time VIPs who voiced their disagreement, way to treat the customer base who carried your now successful product to life. (I'm not trying to derail the thread to talk about the store again, just talking about Turbine's answer here).

Yeah, they have fun with some of the notes. One of the recent ones was like "The hostile mobs in iforgetwhere that were added due to overwhelming player feedback have been removed due to overwhelming player feedback". It's funny.

The Eye thingy is normal penrith action. I`m asking about whats happening when Penrith goes to the forge , like when the orc goes to pray or w/e he is doing , u get an AoE stun on the whole group. What does penrith do xD

Patch notes always have a bit of cheek and humor in them here and there.

um I think we have a reading comprhension issue here, it's about the move assist bug being fixed... as in if you were sucesfully dealing with (move assist bug) you now must deal with this ( move assist bug fix)

I'm wondering about this, too. Plus, I still wish we could see what drops from the chest no matter who opens it. Biding time and waiting for people to leave the raid could still end up meaning people can ninja. "That's it everyone...thanks for coming, I am gonna craft now..." waits for people to leave raid... "Yippee! Two symbols!"
