I was looking through the worlds when i saw the Bullroarer and I wondered why it wasn't avaible to me, even though it says Public Test server. I'm guessing like its a BETA or soemthing.
There is no invite, that's why it is public. (Though there is also a closed beta server for which you need an invite)

Bullroarer is a public server where everyone can play but only "when it's opened". Right now the server is shut down because there's no big update to test.
When turbine is ready to release a new update into the Live servers, they will open Bullroarer for 1 or 2 weeks so players can test that update before it land in live, and so turbine can fix the possible bugs or glitches.

Perhaps you speak a language other then English? If so, just do a Google search for: lotro bullroarer public test server - that way you can convert the text to whatever language you speak... good luck

You can't play as a permanant character on Bullroarer since it isn't open all the time. When it is open there will be notice on the forums and in community announcements stating that 'content xyz' is now open and is loaded on Bullroarer.
You can 'character copy' your characters onto Bullroarer (when it is open and when that option is activated) (that option being activated is announced on the Bullroarer forums and in a community information announcement usually) to view new changes prior to live release. You can bug report on Bullroarer as well but the changes are well past the point of being fixed usually by the time it hits Bullroarer, so any problems you report either are in the pipe to fix(from the private test server players reporting it as a problem) or will be fixed at a later date after they go on Live.

It will announced by Turbine. I suspect the next update to live we will be in March 2012. That would mean that it would be on Bullroarer probably 3rd or 4th week.
The server is only up maybe 2 weeks out of every three months.
IIRC - Bullroarer was only up 8 days the last time. November 15, 2011 to November 23, 2011.

Unless stated otherwise, all content in this post is My Personal Opinion.
I suspect Bullroarer will be up longer this time due to the coming Mounted Combat being a major new system for the game and they will want the majority of bugs to be eliminated before release.
The "Super-Secret-Server" (SSS) is invite-only and is used to test new content & systems weeks before they are released to Bullroarer for the mass of players to test. The SSS test the game builds (versions) which are 3 older than what is currently being changed by the Devs.
• The Devs individually test their content on their own build as they create the content and in-game systems.
• Then it is merged into an in-house build which is cross-tested by everyone.
• When the QA department is satisifed that it won't crash the server and the major bugs are fixed, then the new build is released to the SSS for testing.
• After the SSS helps squash more bugs, exploits, etc. then a clean build is sent to Bullroarer for mass testing by the players.
There are probably other builds between the Devs' builds and the release to the SSS. No one should expect all details on the inner workings of Turbine be revealed. Most companies keep their cards held close! -)
