Has anyone noticed an issue since ROI went live with their skills having a significant delay?

For example, I press my "challenge" skill to catch 4 or 5 mobs, it activates 5 to 10 seconds later. I press "Vexing blow," it activates 4 to 5 seconds later. This is happening to all my skills on my guardian...

Now, before you start saying it's my computer (it may be, I don't know),
I play my minstrel, press "bolster courage," it activates immediately, I press "chord of salvation," it activates IMMEDIATELY...Every skill on the minstrel activates IMMEDIATELY, so why the delay with my guard?

So, I am left asking myself...am I missing something with my guard?????

Please let me know if any of you have noticed something similar w/ your guards....
