Ok so I have mastered the first 3 tiers (up to Expert) and Artisan is open...There is no quest in rivendale at the scholars guild for me to join.. how do i get this quest or where do i pick it up? Or is this also bugged with my previous post troubles?
You need to talk to a Master of Crafting Guilds in one of the crafting areas. I can't remember if there is one in Rivendell, but you can find them in the starter areas such as the Bree crafting hall.

No, Rivendell never had one. You also have to be sure to talk to them twice: first time to pick the guild and the second time to take the quest to talk to the Guild Leader.
