This post by Kehleyr (blue name) isn't showing up on the dev tracker. Is Kehleyr misclassified? Does (s)he not count as a dev :P? Or is there a long time delay?
I like to see what the devs are commenting on. Are there any other Turbine employees not being tracked by the dev tracker?

You realize that Devs can prevent posts from showing in Dev Tracker? Perhaps Kehleyr has tracking turned off by accident or prefers to make specific comments on specific items and does not have the time to get involved in forum discussions. It has been said that other than the Community Reps, Dev posting is voluntary at Turbine.

I am not a developer. As it states in my signature, I am Quality Assurance. I don't write the game - I'm part of the team that tests it.
As far as the Dev Tracker goes, I know on the Palantir forums I have to set which forums I want posts to be tracked in. It's not set by individual, it's set by which user groups that post to which forums. I'm guessing it's a similar system here on the Live boards - if a forum isn't set to show a certain user groups posts in the tracker then they won't display. That explains why my posts track in some forums but not others.
Of course, only the Community Representatives know for sure.

My understanding from a couple of threads with +Sapience is that #1 Turbine employees can toggle them on or off on a per post basis. #2 There are 2 defaults, some are at a 'account group' level, with a second set of defaults at the 'forum level'.
I do appreciate when these kinds of posts (such as linked in the OP) appear in the tracker because it ensures I read the thread and keep apprised of developer information, because, after all, who better to know what the state of fixes are than someone in +QA?
I don't know if you can toggle posts on after the fact, but if so, perhaps you would consider toggling it to display the post in linked in the OP.
I think I read somewhere that the actual devs cannot control their posts, and the always show up in the dev tracker. People like Orian, Zombie_Columbus, JWBerry. The community team and other support do have the ability to set their posts. People like Sapience, Celestrata, Clover, Berephone, the QuarterMasters, The producers, etc... My understanding is that they are turned on by default, but quite often, the community team will turn it off for replys that are just joking around or just part of joking with the community. I know quite I won't see posts from Berephone or the web team show up, as they have turned it off. I'm sure Sapience could give up a much better answer.
