Lets play a game. For HOH, LTC, MOW pick 1 add on to that capstone for Christmas. Positive comments are fine, negative comments are fine just keep it brief so we can see more suggestions.
Ok i'll start.
HOH. Add a minor aoe hot from WOC. Example you hit WOC on player x, the rest of the group receives a minor hot. Would make the legacy worth it...maybe.
LOM. Add +1 to vitality usage on morale. So instead of 3 morale per vitality, you get 4. Real tanks get +5. On average for us that's about 1200 extra morale.
MOW. Make uppercut a certain stun for 3 seconds, non breaking on damage, 20 second CD, up from 10. (short cd because our attack speed is slow). This would be used for PvP primarily, but is also good as a second interrupt.

Even though all captains are humans, I still don't think that it's fair or a good idea to mix class and race functionality. The other two are okay. Here are mine:
Hands of Healing Minor AoE from WoC. (Great idea!)
Leader of Men Turn Withdraw into a threat leech. Example: You drain X% threat from each player in your fellowship OR turn it into a strong 30s bubble (no more threat removal).
Master of War -20% Herald Skill Cooldowns OR +10% chance for Blade of Elendil buff to apply the DoT.

I like them all, but I really like your MoW idea. I really enjoy the random stuns and the heal my herald gives when I fight 1v1s in the moors. It would be a very nice upgrade to possibly get two heals per fight or an extra shot at a stun.

IMO, all of our HoTs and DoTs should stack regardless.........
Heck, while hitting Santa up for goodies, how about stacking marks While that might be OP, I'd settle for stacking marks with diminishing returns, as in first Telling gives 10% (assuming legacy), second gives 5, 3rd gives 2.5. Would be nice for those occasions we have a bunch of Captains along for the ride.

HOH: +12 (instead of 10) outgoing healing per might
LtC: +12 (instead of 10) melee offense per might
LoM: I like the +1 morale per vit upthread. Extra crit defense would also be fun...

Because stacking 20% Revealing Mark would get ridiculous really fast. However, I do agree that we should be able to stack Telling Mark at 100%. Stacking Noble would make no sense whatsoever...
