What other packs would be considered must have, wouldn't be a bad idea, or just too cool?
While I fing the Trollshaws the most uninspiring bit of region that is around in the game, this is directly followed by the Misty Mountains on my personal list.
Misty Mountains might get you access to instances and quests around Goblin town, which is good for Rivendell reputation items and eventually you want to be kindred with Rivendell for deeds and meta-deeds that need kindred with all elven factions.
Forochel is the place to go if you have a crafting obsession as there are culture specific armour recipies available when you have appropriate standing with the locals.
I also find the athmosphere there rather interesting - the place is populated by a bunch of no-nonsense arctic hunter tribes with quite an attitude.
Angmar is the place to go to - especially the instnace there for lvl 45 epic trait/deed item drops - couple of tough bosses and you get your stuff, alternatively, you can buy them for 900-2500 skirmish marks at the curiosity vendor.
As you're going to spend a substantial amount of time in Angmar anyway because of lvl39/40 trait quests that require massacring hordes of humanoids to colect pages of certain books, you might as well combine that with a quest or two and buy the pack.
There should also be plenty of mobs around that drop yet another flavour of epic trait items - not sure what burglars need, I had to do plenty of drakes and turtles for my hunter.
Lone Lands covers the same bit as the North Downs - which is a similar thing with a lot of regions and if you advance through your levels, you will eventually find that lots of stuff is obsolete or gray when you go questing in the sister-area.
Eventually, you'd wish to get kindred with all factions in all regions and I found the reputation items for Evendim by far the easiest to obtain through repeated runs of a storyline instance at the poo, there.
Wouldn;t say you made a mistake with buying that map, but I sure didn;t and never felt the need to do so.

Permanent. You will have access to that content for every region forever, for every character you ever make.

I would recommend either Angmar or Forochel to smooth out the leveling process. Both have their advantages/disadvantages. Angmar is stuffed with group quests, though most of the western half is soloable. The main draw here is access to CD and Uruguruth which can help get your L50 class quest items more quickly than having to grind skirmishes. Forochel is primarily a solo-able region, and you will find yourself leveling quickly through that content. So it really boils down to - if you prefer to group, get Angmar. If you prefer to solo, get Forochel.
Now, if you're looking for a just-for-fun quest pack, I'd recommend Enedwaith. Its one of my favorite regions in the game - gorgeous landscape, interesting quest chains and its just all out fun. Its not really all that great for leveling, though. Its a region locked in at the previous level cap, L65. Every quest there is that level and not one level higher.
Was thinking about checking out the Minstrel, what is the consensus on crafting your own instruments?
Making your own instruments can be really useful as you're leveling up - its not necessarily that they're *expensive*, its that you never see them on the AH. The only instruments I think I've ever seen on the AH since RoI are the L70 varieties that minis, such as myself, use at the level cap.
If your looking to make your own items, a weapon smith is a great profession for a burglar since you can make your own marbles and daggers. ...and since you're thinking of a minstrel, Woodworker might make a good choice if you really wanted to make your own instruments, but I personally find that a Jeweler makes a good profession as well.
