ummm.. I appreciate your anxiousness to head out to the dangerous lands of Ettenmoors.. but, to be honest, you're not going to have much fun at lvl40 out there as you'll be exceptionally squishy
It's always good to see new people coming to the Moors, but... You're not going to have much fun there at level 40. Or 50. Or maybe even 60. Unless you love to stealth and play hide-and-seek with higher level, better armored and causing much more damage, willing to kill you people (and duos, and groups and raids), you're gonna get disappointed very fast. There's probably no way you can even 1v1 at level 40, for 1, 2 or maybe (if you are that hard to kill) 3 attacks you finish you off in like a second.
The first time I went to the Moors I was way underlevel, just like you. I went to the front and did my best to kill some creeps. People kept sending me tells "Go back, Calamis!", "Watch out!", "Get yourself some more levels, man!" and stuff like that. I was easy prey, and there was this warg who couldn't help but farm me ate the rez camp. It was fun nevertheless, mostly because I didn't care about my killing/deaths rating -- I was there just for the fun. If that's what you 're looking for, go for it. But be advised.
No one is preventing you from trying it, but don't expect heals, buffs and protection -- if you're not a level 75 or very close to that, no one is probably going to waste resources on you. That's the way it is. I know a warg or three who wil love to see you there, though. Easy infamy, unfortunately.
If you think we are being hard or if you think we are exagerating, well, just get to any region 10 levels above your current level. Take a stroll. Aggro a couple of mobs. See how do you fare. Even if you survive the first 2, please have in mind you won't be facing AI mobs in the Moors -- but real people who have seen and done every tactic you developed in your 40 levels for more times than you probably have been playing this game.
Don't take me the wrong way. I just don't want you to have the game ruined for you because no one advised you better. As I said earlier, give it a try. But be advised.

A quick way to level is to do quests, in fact, it's your only option if you exclude skirmishes.
At 27 you'd still have quests in the free zone of Lone Lands, then most move on to Evendim, which is very smooth leveling after the revamp; but since you're asking about playing as a freep in the moors, I'm assuming you're VIP and have access to all areas prior to Moria so you can go where you choose. Freeping in the moors is still restricted to VIP; you can roll a reaver for free right now if you want to monster play and take a look around from "the other side."
I'll echo what others have said, Moors is best enjoyed when you're at cap, or close to it. I've seen lower leveled characters out there, most get destroyed but I've known some skilled players go out on a lower leveled toon with friends and do ok, but that's a very specific situation.
Trust me, its bad enough at 75, let alone 40. Just quest quest quest til you get max, then head out. Even still, if you don't put hours and hours in grinding virutes, gear, legendary weapons, and jewelry, you'll still struggle.
There's a reason why so few freeps PvP lately. Too much of a grind when you can PvP creepside after spending no time at all. Hey, there's grind-to-win and pay-to-win. Most people have been choosing pay-to-win recently. Its hard to blame them, especially blackarrows. They are very strong.

Continue to level your freep. When you're 75 and well geared come out and enjoy the Ettenmoors freepside.
Until then, my advice is roll a creep. This will give you a chance to mix it up and not get burnt out on the freepside grind and you'll be learning valuable lessons in the moors that will pay off a TON when you get out there with your freep.

i was wondering where you go to travel to the ettenmoors because my brother did it and i have no idea how to get there all i know is you take a swift travel there.
South Bree is one of the easier ones to use...and close to the mailboxes/AH when needed. Two things missing from the moors.

agree with Luc! Also, as a new Ettenmoors visitor you'll have a difficult time understanding all of the acronyms (craid gtr .. or 5 bb headed to sop) and location names. By going creepside early.. this gives you a chance to learn the map, locations and "hotspots". When I first went out to pvmp I really had no idea what the heck they were saying in /ooc and of course didn't want to like a total bozo for asking .." /ooc Umm.. what is a craid and what is a gtr?" :P

I'd say the total opposite is true...
People don't want to earn and struggle their way to the top...so they play Freeps which are OP even without the best gear. Creep grind > > > > >> > Freep grind. Unless you use the store. Freeps nearly always have the numbers and are farming. Server differences, I guess.
What does this prove? That there are Freeps out there that are god awful? Noticed quite a few there. Reavers are totally balanced...they can beat keyboard turning r1 LMs who have no idea how to play or gear! Should the fact a ranked Defiler/Warg/Reaver beat a bunch of disorganized LMs and Hunters somehow discredit the fact that on average every Freep class has the potential to be more effective than every Creep class on average?

If you want to level fast, you can do so pretty easy. Especially with V.I.P. status. The only drawback is that you may miss some of the story line of the game. If that doesn't bother you then go for it. Depending on which class you choose, you should be able to level a character to 75 in just a month or two depending on how often and long you play. I leveled my main character in one month by playing several hours a day (it helps if you have the time to play that much). Just don't burn yourself out trying to level. Be patient but push the envelope as much as you dare.
1) Don't do any quest below your level. The white colored quests on up to just below red give the best experience points; red quests on up may have diminished returns on XP. There are more than enough quests to level to 75...you don't have to do them all.
2) Solo as much as possible. You will have to share XP if you are in a fellowship.
3) Do all he quests you have in one area before going to npcs to turn in. Maximize your time in Middle Earth by organizing and getting things done in an orderly and expedient manner. Utilize the "show nearby quests" feature on your quest tracking screen.
4) Some people like to skip the epics. But, I find that some epics give an awesome amount of XP. Just don't spend too much time on a particularly difficult epic.
5) Be sure and keep up with current armor upgrades, weapon upgrades, and training for your class. Nothing spells a slow grind like bad armor and low dps weapons.
6) If you have extra time, build a creep and learn how the creeps play. You may find that you like it well enough to stay on creepside and/or play both sides. You will also earn commendations which can be used to level a creep, or saved to barter for pvp audacity armor for your freep. It is okay to go to the moors without uber gear, but you won't last very long against the warg packs. Your best bet is to get the best armor you can get, even if it is pve armor, before entering the moors. Try and find someone in your kinship, or somewhere else that is kind enough to show you the ropes...
Hope you make it to the Moors...but beware...PVP/PVMP is highly addictive and extremely fun
*Hint; Don't go to the Ettenmoors if you are not prepared to be defeated quite often. It is still fun even in the face of defeat...

What Luc is saying is excellent advice. The more you know about Creepside, abilities, playstyle etc. the better prepared you will be when you are out there on your Freep. Plus you get to PvP now instead of many levels from now.
