All players with access to the Ettenmoors and at a minimum level of 75 are eligible to compete.
Disqualifiers:
1 - Use and/or affect of LOTRO Store bought Items during matches.
2 - Use of any exploits during matches.
3 - Greater than 5 minutes tardiness for any registered match.
4 - Beneficial third party interference or the effect of any third party interference during a match.
5 - The use or effect of Destiny Point Perks during a match.
Note - Spectator Interference in active matches is punishable by death on the spot - no exceptions. (I love that part)

To keep it simple, Link Dead & Lag related issue will be completely ignored.
A Link Dead combatant who is last man standing is still last man standing.

Rewards will be provided to the top two individuals and teams in each of the competition categories on both creepside and freepside.
Due to the lack of continuity of creep/freep economies, there will not be a unique 'grand prize'.
The registration fees will be equally divided into rewards pools for each of the tournament categories.
Therefore, 1st place in 1v1 or 2v2 will yield identical payouts.
Given 4 categories, each category reward pool will receive 25% of the registration fees.
75% of the reward pool for each category will be allocated to 1st Place, 25% to 2nd Place.

Two versus Two Teams:
The 2v2 Teams for each category must be determined 24 hours prior to the Tier 1 match times.
The Teams cannot change for the duration of the tournament.
Note - Creep/Freep referees will decide any on legitimate hardships requiring a substitute.
Match Categories:
1 - One vs. One (Conventional)
2 - One vs. One (All Classes)
3 - Two vs. Two (Conventional/Caster Pair)
4 - Two vs. Two (All Classes)
Process of Elimination:
Tier 1(Qualification)
All Creep & Freep teams in a category will face off.
The top 3 teams on each side with the highest 'match' victory count will progress to Tier 2.
Tier 2(Playoffs)
All Creep & Freep teams in a category will face off.
The team on each side with the highest match victory count will progress to Tier 3.
Tier 3(Championships)
The victors of Tier 3 matches claim 1st Place & 1st Price.
Second Place
2nd Place & 2nd Prize will go to the teams in each category with highest number of match victories, excluding the Tier 3 participants.
Match Victory:
The victor in a match is determined by the best of 3 sets (2 out of 3).
1 - The set is not over until all combatants of one team (or both) are down
2 - All DoTs must naturally terminate or be cured (no outside interference).
3 - A mutual loss is declared in the event all combatants die.
4 - A tie breaker set will determine the victors as needed.
Note - A match (all sets) must be completed within one contiguous hour (racial skill cool down)

Location:
Candy Mountain Plateau
1 - Greater than 30 Meters away from the trail-head (spectator area)
2 - If a combatant falls off CM, he/she may not rejoin the set
3 - The entire plateau may be used (with the exception of #1 above)
Schedule:
The dates and times for the event are TBD (likely running Tier 1 on 11/5).
A schedule will be produced for each Tier 24 hours in advance of the start time.

And a question for all --- the registration fees are meant purely for rewards (cash prizes). It seems that some creeps don't like that idea, so, should we drop the fees altogether (no prizes other than pride)? Btw - that would make my life a LOT easier.

I say this as a former burg, it would be a big mistake to treat a burg, or a healing class (especially on creepside) the same as the pure DPS classes. There is a certain rock/paper/scissors effect with certain classes but Burg is a bit of a swiss army knife being able to do everything but continuously heal (I know they have pretty good self heals if traited/LI'd correctly). Honestly, the creep DPS classes (Reaver and BA) would have little chance against the top shelf burgs. I'm up for it, but think unless I had all my cool downs reset between each match including my 45 min CD brand, I doubt I could beat the best burgs 1v1. I also think most Freep DPS would have little chance against Defilers and WL's (I actually think this is Burg/WL/Defiler's tourney to lose TBH).
The registration fee and money removal is one I support.
Quick question, how do you resolve identical records? Lets say for instance Arachnaphobia and Healpot had identical flawless records of 2 and 0 vs all Freeps? I didn't see this answered in the rules but may have missed it, my apologies if I did.

Yeah, spars probably won't work just because they are time limited. Unless you did it based on percentage of health at the end of spar if there is no outright winner. Just a thought. Maybe /roll lol j/k. Thanks for all your hard work setting this up Ell, it's appreciated!
few things come to mind from my past participation in tournaments held in an open pvp environment (Eve Online):
- players shouldn't be stealthed at the start of the match. They can immediately stealth up after 'go' if they want, but not before then
- long duration buffs that the player can apply to themselves can be pre-applied , like Motivation or Slick Flesh, but short term enhancements like Charge or Needful Haste cannot be. Of course buffs from players not in the match is verboten.
- Starting positions: players can start (at a standstill) anywhere from 0 to xx (some agreed upon distance, I suggest 20m) from the center point of the 'arena'. Refs stand at the center point and track to make sure they are in range
- Out of bounds: either ref can make an out of bounds call on a player. They have to immediately move in bounds. One warning, then automatic loss.
- Time limit: This is tricky since I don't think one can kite indefinitely unless using stealth and we can decide that doing so to avoid a loss is against the tournament rules, but then this would be a judgment call by the refs, so subjectivity creeps in. Also time limits bring up the possibility of a draw, so maybe time limits aren't a good idea.
- Collusion: If the refs plus the tournament director all conclude that some players are working together to bring about certain outcomes then that's an automatic DQ.

What I would say is there is not a defiler or a Cappy or other class that can buff in the team fighting, no buffs can be applied - that would be outside interference. But I agree overall, pre-set prep can include buffing.
