Lorinor can make your helmet, but I would require a sigil since I have a shortage of those.
(Didn't make a single armor piece for my main because of that).

I think there is a barter trader in Galtrev for them. I know he is with 2 other quartermasters. Im at work and cannot check, but i think thats the city with them
Edit: Might be brannovan or whatever it is called.
