Two things I've won in the lottery in the past and really enjoyed are a mount (which was great timing, I didn't have one yet on that character) and a cloak. The cloak I actually still can't equip yet (I level slowly) but it's pretty enough that I am really looking forward to achieving that level.
I think the lotteries are the most fun when you win stuff you wouldn't otherwise get - either because they're too expensive for you or because you wouldn't normally spend time/money/effort on.
One thing I wouldn't want to win are reputation items. (Yes, I'll make sure to give them away to more deserving players if I ever should win them.) I still think of reputation as something that's earned, not found on the floor or something... so it doesn't seem quite right to me.
While I wouldn't mind winning something *huge*/of significant monetary value like a quest pack or a lifetime subscription or anything along those lines, I'm not sure I would enjoy it that much more than a nice cosmetic. And while the cosmetic would make me smile regularly 'that's the one I won in the lottery', I doubt I'd have that with a quest pack or something less visible like that. None of this is tangible, of course, but in-game items feel a bit more so nonetheless.
I'd hold a Hobbit Feast lottery where you could win 10 of every kind of pie in the game or a Farmer's Market one where you win lots of different kinds of vegetables.

All lotteries (perhaps on the Weekend Edition only): add Standard Mount (or seasonal/promotional variant when appropriate, but not rep-gated items); seasonal decorator and/or cosmetic items (again, not rep-gated) when appropriate
Lottery of the Stalwart (Level 51-65): Crit L58 Power/Morale Potions; Crit L50 Cooked Foods; Crit L51 Edhelharn Tokens; Skirmish Points; Maps; LI Scrolls; Superior 3rd and 4th Marks; appropriate rare Crafting ingredients for LIs
Lottery of the Devout (Level 66-75): The sky is the limit - amaze us!
Edit: Special 'theme' Lotteries like the Hobbit Feast suggested by Rosiebelle are a splendid idea! And the seasonal lotteries (either stand-alone or in conjunction with a Festival) are always nice as well.

Honestly I like everything that's been in the lottery within the last two years or however long they've been around. It's always fun to win, even if it's just a bit of fluff like the fireworks (love the fireworks!) and while it's nice to get stacks of useful things like potions and the occasional money, I'd hate to see it suddenly reduced to only useful stuff. Let's not take it too seriously ^_^

A full set of the level 45 legendary trait quest items. Make a pack of all the items required by class. So a bundle of the Loremaster items would be 20x Hateful Wyrm Eyes, 10x Putrid Fingernails, 15x Revered Wight Remains, 15x Bubbling Droplets, and then 1 each of Emblem of Ritual, Rune of Evil Presence, Putrid Slime of Helgcham, and a Goblin Badge of Rank.
Tomes of Will/Vitality/etc would be useful, but because they are tiered I'm not sure how well that would work.
Extra Milestone skills would also be useful, but again they are tiered.
IXP is always useful, as are relics. If it's possible to have the IXP runes bind to account that would be ideal.
Bright Emblems of Nimrodel (Either 4 or 6, which is enough to get a 59/60 turn in).
Someone else mentioned the Rally Horns. That would be really nice as well.
A full set of Guild Rep items. So a Large/Medium/Small rep item for each tier.
An emote for lottery would be fun - something like /coinflip
Some strange seeds usable at any tier farming with a very random effect (carrot granting double runspeed half an hour, mystery beans producing an aoe debuffing cloud following the character half an hour, a rare type of pipeweed, 1-3 killer sprouts stalking the character a while, a few apples that can be used as thrown weapons, nuts attracting tiny pets a while...)
A title like Freeloader or similar could be OK

Superior Marks of Awesomesauce, mounts and similar OP stuff...not really a lottery thing, is it? Perhaps if non-tradable bound to character and if those gambling for goods paid a few gold to get a lottery ticket...everyone wins but 99% just a stack of potions or similar.

If you're going to do instance tokens please don't do JUST the old ones; I do not even remotely need them. I'll end up just getting IXP runes with them. So do a combo pack of all the old ones and the raid token; ie: 1 raid token, 5x moria/mirk/etc tokens.
The chance to create your own setting, then have it made into game and be the first person to have one. This is all I would want to win as most settings I think could be better.

Noooooooo..... I never ever want to see that ugly yellow default skin on another mount again! It ruined the Isengard mount for me. Thankfully the actual in game horse of that type has a much nicer skin. Now, if we could only find out when we get our grubby hands on the three or four horse designs I've seen in the expansion so far.
Now, back on topic. I loved winning the (Anuminas, Moria, Lothlorien, etc) armor barter items for my characters. Even if they were lower level there's some great cosmetic appearances in those sets. Also the new legendary and tier 7 crit crafting items.
As for wishing for things not in the game yet... we need more hairstyles! I'd love to see some beaded and braided Dunlending styles and long Rohirrum ponytails!

I liked all the items from the old lotteries. Only suggestion to add would be items from the expansion for characters of the level to use them. Also don't want to see items that would give an unfair advantage for game play to lottery winners. We all work hard for our stuff (least we think we do :P ) so I don't want to see the balance thrown off because someone who did no work happened to win a lottery for something I have busted my butt for.
Also, just an FYI, there are not enough good looking cosmetic items in the game for fashionista people, like me! Bring more hair styles too!

It almost seems silly to respond since I figured it would only take minutes to have pretty much everything covered.. especially the new end-game items.
Of course, any of those would be great. I like the idea of store exclusive items though.
For me, the only thing that comes to mind as being store exclusive would be crafting guild access. I don't see that as being possible considering the variables involved, but if you gave out a code (or I suppose the equivalent TP amount) that would be nice. Crafting Guild access is the only per character thing available that holds any interest for me (I have everything else I deem useful).
I also enjoyed the seemingly insignificant lotteries (some would say, anyway), like the Free People's Flag on Memorial Day (in the U.S., since we're international now). Skeletal Painted steeds for Halloween.. stuff like that.
Or, I could just be like others I've seen: a 75 Second Age Weapon and Class Item with the exact tier 6 legacies I want. You know.. if you're feeling especially generous.
I'm just glad they're back. It's always fun to win.

Lots of good suggestions here, but please don't include commonly accessible crafted items like dyes. These things are the inter-player economy such as it is.
What about a lottery ticket that you win, and you can go to an NPC and turn in your ticket for a certain level of item? That way people can choose something they want from the NPC, be it PvP, end-game, crafting, or cosmetic centered. Barring that:
