I guess this is where "different strokes" come in. I love walking with Frodo! Never fails to tug at my heart as he questions himself, the weight of his mission readily apparent. Classic LoTR. Great that the devs realize how many different play styles there are, and program accordingly, eh?
For me it has to be that book quest, can't remember the book but I think it was the last book of SoA where you had to ride from Rivendell to that ruin in the Trollshaw so many frikkin times, back and forth back and forth back and forth.

Pengail in the Lonelands wins my stupidest NPC award. When I see him tied up there below Amon Sul I just wave at him now. Lonelands also offers Agamaur, to which I now say "Thanks, but no".
This guy deserves everything the gobbies have planned for him. Dang renegade. You get that blasted dropped 'thingy'. All I do is take it to him and chuckle evilly on my way someplace else.

That's what I do on every char. Even crafting alts are leveled to 15 just to see her die.
Other similar and horrible quests: The sheep in the Shire and Pengail in the Lonelands. All this escort stuff is a PITA. I also hate the spiders in the Trollshaws and Goblintown.
Ah yes, the sheep.... Now if it wasn't for the cool 700pt for faction it would be worthless. Now if Turbine added faction points to Pengail and some of the other 'useless' quests, they wouldn't be so useless. For example the repeatables in for crafting lvl 3 goodies in Lonelands also give you 1500 faction.

Iirc it's book 7, but yes, that was one of the worst escort quests yet. It's not that bad if she doesn't aggro everything, so the only way to do it is to run ahead and kill it all before she actually reaches it! At least that one was doable on level, an absolute pain, but doable. Lalia is going to take the prize on this one however. "I need my cloak!" Stupid child get out of here!

Perhaps it isn't a quest, but the bog lurker deed in Lone Lands was particularly brutal.
Hunting down the handful in the Circle of Blood (and all other critters there), waiting for respawn, hoping that a few of those respawns are again bog lurkers... rinse and repeat for a few days. And of course adding/dismissing lowbies who need them for quests. Of course, some of them didn't know the kills were shared, so they started "competing" with you... ugh.
The Old forest flower quest was maddening as well. And Lalia, of course.
The utterly rubbish shrew event in the spring festival - sorry can we actually have non reaction/connection reliant based event please. Atm it's impossible to have any sort of fun as it's seems to be permacamped

Frankly, the quests are all pretty good. I like the escort quests just fine. I'm not too keen on the quests that I have to traipse cross country through parade-ground packed, agressive opponents to special camp where I kill the my assigned set of creatures from set 'A', as well as the signature boss and a number of creatures from set 'B'. Then traipse through the countryside respawns to be thanked and then told to go back to that same place and collect a bushel of some useless junk.
So back through the mass of alerted, ravenous landscape creatures to go wade through creatures from set 'A', set 'B' and the boss signature (usually 3 or 4 times) before I can find the ground spawns I want and haul that load through the set 'A' and 'B' respawns and a small army of slavering creatures standing around, waiting for me, the tasty morsel.
Then get told to back to that place since my report causes the NPC concerns about all the creatures from set 'B' I reported. He ignores my heroic tale about the boss signature, of course. So, I fast ride over the the broken terrain in hopes of avoiding the nation of enemies only to get knocked off my mount and forced to fight a dozen enemies at one time, decide not to do that foolish maneuver again and wade through the packed concert seating of opponents, through set 'A' creatures at the place I've been to a dozen times already, fight off the boss signature a couple more times until I finally get enough from set 'B', fight through set 'A' and the boss signature to get out and trudge along the blood-soaked mud where I again fight a monster every other step to get back at last to the NPC.
And now the NPC has finally gotten a report of the head creature in charge of the whole operation, and all I have to do is go elimitate him. I dread to ask since I know the answer. And, naturally, I guess correctly. The boss signature must die. Again. For the hundredth time. I sigh, scrape the gore off my armor, consider a different route the the enemy strong hold, discover that my path, as thick with enemies as it is, actually contains fewer than the round-about, out of the way, hidden path, so I suck it up and wade through the hip deep carnage from past journeys, greet all the set 'A' and 'B' creatures by name, ask after their families and regretfully, since they have to follow orders, I'm forced to fight my way past to the boss signature.
I chat with him, ask if maybe he could offer a reward for eliminating the foul NPC who keeps sending adventurers to harass the monster who is doing nothing but cooking dinner by a rather pleasant fire. The boss signature shows how broke he is and I take pity, pull out the set of trinkets I already collected off of him, give him several, offer some cash to his set 'A' and 'B' followers, leave the camp and make my way back to that smug, officious NPC and offer up my "proof" that I dispatched the evil signature boss. At which time the NPC offers my his well-used, soiled pants. Seriously. I want to wipe the snide expression off his face with the foulest hash mark on those trousers, only to discover "You cannot perform that action against that character." Figures.

Pretty sure I know the quest you're talking about, only there's really about 30+ worms with fast guaranteed spawn, in fact it's the optimal place in the whole of moria to do the worm slayer deed.

Odd, the last time I had a toon do that quest I went up on the path where all the worms were and the quest wouldn't advance until I went back to the small spot on my map where it shows the quest. Oh how I hate that mission.
Edit: NVM, just logged in a toon, took the mission to see if it was the same area. Found the place you were talking about, never saw that walkway near the Burning Stair before, the steam was blocking my view. Uggh. I feel like a moron for wasting so much time doing it the other way.
I also painfully recall an instanced quest in Gravenwood aiding Therodred's scouts. You join a number of NPC's defending the Mustering Tree. Little do they know they are all going to die, and you have to survive and escape on a horse after the timer runs out. Ugh! I tried the quest 4 or five times before giving up, hitting the interwebs and finding out the "trick" to completing it. I still feel dirty for using it.

I didn't had any problem with that quest, they all died and i was swinging away till the timer runs out and and then I used to horse to get out, simple enough.

I think it is easily the quest in the 21st where you have to find the camp that, on the map, is juuuuuust on the other side of the Chamber on the east side of the Northern Hallway, but, in order to get there, you have to ride South of the 21st hall, then east almost 1/2 way to the First hall, then up and around almost all the way back to the 21st hall... then you either had to map/port back, or die and run back from the rez, or /ragequit until tomorrow.
I remember taking my Warden through there on my first trip through Moria and i spent the better part of an afternoon running all around the borders of the 21st hall trying to figure out where this stupid camp was! I think it wasn't until I was leaving Moria and heading to the First Hall when I noticed the staircase on my left after the bridge... I headed up there just to explore and see what was up there and lo and behold, it was that stupid camp!! ahhhhhh
Most of the stuff like that in Moria. In the new and revamped version last night, I was supposed to go into a secret tunnel behind the NPC and set a trap for the elite goblin camp boss.
I go into the tunnel. The elite is about six feet away from me, so I kill him.
Oops. I was just supposed to set a trap to kill him. Really, does it matter?
Also working on my just one of my fave parts of the epic there, where I have run around trying to suborn dorfs in the 21st Hall, but wait! - I have also gone way the hell out into the Second Hall to find a guarded crossroad (I'm still not clear on the reasoning) and promptly fell to my death on the rope bridge you need to travel to and from it right afterwards, this time respawning - somewhere in either the Second or First Hall, I couldn't tell which, and now all I have left to do is run around all of Zelem Melek finding 30 armour pieces off of orcs I kill and then I can run around all Redhorn Lodes picking up barrels of what I assume to be gunpowder.
That just makes so much sense for a single quest.
Trying to find the Endless Stair is right up there, too. Possibly even worse since I never can.
Most things for me, after done once, fall into the "That wasn't so bad" category, and become easier the 2nd, 3rd times around.
Also, trapping that elite orc was in there before the revamp--and at-lvl solo, an easier way to kill him x.x
Now, call me utterly insane, but I like moria. I've finished nearly all the quests there on my main (not saying much, she's on a mission to do all the quests in the game).
The LLG ore quest was a bit crazy, but now that I've done it a few times--not that bad.

Shire intro quests they're too high level for intros. People told me after that to just go to bree or Ered Luin to quest. Kind of thought the point of rolling a hobbit was to, you know, quest with the hobbits. I rage deleted my first and only hobbit burg. Declared I would never, ever make another hobbit.
Quests involving that Hobbit you meet in the Mirkwood bookline -- you know, the only that comes out and "kills" the hound you had 1K~ morale left of beating the snot out of, declares 'boy, if it weren't for me you'd have died' and wanders off. Yeah that guy.
Basically any snobbish 'I'm better than you, do this for me NOW' hobbit quest makes me want to have the devs create a new 'forced' emote called Punt the Hobbit.
Parts of Vol.I. book quest where you're basically a glorified messenger boy -- across every freakin' zone there was. I think there are more auto ports now, but it gets tedious.
In fact, I've only completed Vol. I on one character.

Seems a lot of folks despise Gates of Carn Dûm. I remember this not only for how my forty-plus Guardian, still far from the 'laugh under gangbanging' stage, just couldn't keep Lorniel alive at the part with the unleashed giant, but for the snarky remarks ("you don't get it guys, he's a grd, he's supposed to have problems keeping ppl alive") when I turned to GLFF to put a group together. The only part of this I liked was the music which I don't think appears anywhere else in the game.
Lumul-nar in Book II too. To this day I am convinced that last puzzle is not meant to be soloed by any slow-killing class. My fellow Guardians, do yourselves a big favor: stash your shields and unsheath those greatswords!
Apart from these, I don't usually dislike quests for story reasons as I'm always thinking up explanations for why my character does them. I dislike quests more for difficulty and tedium, and for sloppy execution (typos, bugs, etc). Bummer that my most hated ones happen to be all Epics because I view them as one of the game's biggest draws.
i think i've seen the 16th hall HM quest failed in every way possible. It was the one i just couldn't win the coin on (with a all 8 characters, hell i had the DD one before i had 16th) and i must have done it 100s of times. You could just tell it was coming. Shing, shing... rain of arrows (###?), march of the ents, hell even red in a CJ. It baffled me that so many people got to 60 and still didn't know what their skills did.
Dungeons, as has been mentioned, is the worst instance in the game. Lot of good ideas there but woeful implementation and really the last boss should have been simple tank and spank. There was no need to throw in what seems like such an arbitrary and (due to fear) impossible to control mechanic at the end of such an arduous instance.

Some classes had/have more difficulty with this quest than others. It was a nightmare on my Hunter, as a few others have been on that character. It was quite manageable on my Guardian, though still (in my mind) tedious.

All of the escort quests are rubbish. For these people who can't make it to safety and need your help, they sure don't seem to mind taking the scenic route. I remember one in Forochel where you have to guide some guy off an island covered by sabertooths and he would seriously walk straight toward every single group of them.
And don't get me started on the lady in the goblin camp outside Barad Gularan who just stood there and cried while getting swarmed by goblins. I finally gave up trying that one. Sometimes I go activate it just to watch her die again for annoying me so many times.

I just hate these things. I hate their stuns, I hate their knockbacks. I also do not like the fact that many of them are elites (least in the older days they were)
Sadly, my first death was due to the fact that I didn't realize what a small fellowship quest was. I got killed by the sig dwarf boss in Orodost when I tried to solo him (Guardian). I didn't put it up here though because I really like how Orodost is made

I REFUSE to make a Hobbit unless Turbine literally revamp those quests, because they are so annoying, and the quests in the shire are so... SOOOOOOOOOOOOO disorganised! You get one quest asking you to go to another area in the Shire and then BAM! you get more quests, and then out of those quests you are asked to go to one area and BAM! you get another set of quests, and I end up getting so many quests that it literally buzzes me around. I do the quests because I have to complete the deed for my characters, and I have a mount, but I will LOATHE making a hobbit just to quest in the Shire and be subject to running and more running and MORE running because it so happens that the nosey and hungry hobbits won't mind their own way!
I guess my worse run ever was the first time I pugged GS in moria - it was seriously without a doubt the worse experience i had in any MMO - between the know-it-all stoobs - and the know-nothing-at-all-noobs - and the knows-enough-to-know-that-this-sucks-&&&& (me) it was as painful as it can get - huntards running wild - heal-happy-minis running out of power - exploiters demanding that we exploit - then not knowing how to exploit it - greedy punks wanting challenge mode, but not being able to complete it regular style let alone in challenge mode - arghh - i swore never again...
then i ran it 1000 more times just because im stupid like that
It got better and ofcourse we all can do it in our sleep now - but when it first came out and GS runs were back to back - some serious drama unfolded on those stairs.
I also have to agree with the lost temple fight - even with my kin raid group - that one was frustrating at first.
There are many more - but none stick out like that first GS run and the frustration of the temple untill will got the strat down...

Pie quests are a bit annoying. But mail quests are so easy. You even get the run buff. Accept the quest right before you head to the next town and you get there faster. Pie has them all brought to a central location which means a lot of time spent running back and forth. Mail quests you can do in a circuit.
And if someone really hates the Shire, those quests are the fastest way to get the quest deed done in Shire.
Hmm, well there's loads i could pick, many of which have been mentioned, but my award goes to anything, and I mean anything, to do with The Shadowed Refuge.
A monstrous homage to the set of Alien packed with trolls, nameless, orcs, spiders, you name it. All in tunnels so you have to fight your way through. Getting lost dead easy, travel very difficult. Home base is far west, as are half the quests, the rest of them spread east through an enormous area, just designed to slow, weaken or kill you. Map is as good as useless, quests are old-fashioned and boring, And the worst bit is that when you leave Moria and move on, the epic quest line requires you to quest in... The Shadowed Refuge. Loathe the place, well overdue for an overhaul.
-Lalia, but only because it annoys me that she's back in the same damn place I just rescued her from.
-A few of the Moria quests in that area north of 21st hall. The map isn't completely accurate so I usually get turned around for a long time and finally realize it was so obviously close - I feel like a moron after those sorts of blunders.
-The last chapter of vol. 3 book 4(?) where Lheu Brenin gets away with betraying the Rangers. I just want to punch that guy in the gut.
-I suspect I wouldn't have liked being captive in Isengard just because of all the running around, but a friend very aptly pointed out that you get a nice run speed buff for killing the targetable uruks.
-I hate alot of the intro quests, but mostly because I have done them so much I feel like I should be able to just skip them each time I start a new character.

Pengail made me quit my runekeeper for months because I couldn't handle that much aggro at once (I needed levels, I know NOW but I didn't know that THEN).
The ones with the the stealth spider in the very northwest corner, north of Weathertop? I really hate those! I remember spending ages waiting for one of them to destealth so I could kill it. I get annoyed just thinking about it.
Also, getting the Sigils from the Gaunt-men just before you head into Garth Agarwen is miserable. They have so many allies and so many debuffs. Yuck takes forever. Fortunately the circle is close.
