Trying to do anything in the Old.. Old Forest (If you don't know you weren't there)
But honestly my worst had to be while being a young and naive character attempting to finish the quest in Evendim where you needed to find a boar with a timer ticking down and not attempting to use the aid of a chat channel or the innernets..
I remember the first goblin quests south of Thorin's Hall, at the time when the goblins were REAL goblins and NOONE was experienced. Yes, the full fellowship quest symbol meant nothing to me at that time, (remember this was right after release) and i had no idea why I died all the time on a quest that was supposed to be my level! My main only got "The wary" survivors title because of that. I so hated the goblins putting snares on you.

Lalia is annoying, and has often been he cause of me not getting my undying title. I now don't even attempt that until after level 20.
The new daily in Galtrev the fishing one i think it blows. Or any of them in the pit of iron.

For some reason the save the sheep quest in the Shire is the one that I always dread doing. I swear that sheep has a death wish.
An old one that I hated was the Goblin Leader in the Lone Lands, he gave so much dread your group had to be several levels higher to even attempt the quest, but thankfully they've turned down the dread he gives off significantly now and I think made it a solo.

I actually liked the "old" Old Forest. I got fairly good at navigating around there and was the guide for many of my friends and kinsmen. And I so miss the Elite Trees. Made for some interesting times.
As much as I hate the Trapdoor Spiders quests in the Trollshaws, I remember having some fun times with it, like the time I was trying my Sylvan Shadows after accidentally falling off the ledge. I ended up gettting spotted and ran, with a pain-train of about a dozen spiders. Of course, I had to run to my friends, who ended up meeting in the rez circle....lol. We never laughed so hard......
The one quest I can never clear from my mind wasn't necessarily poorly done, just impossible for me at the time. It was Black Fire in Nan Wathren outside of Trestlebridge. Up to that point I'd done the entire game solo or duo with my wife, and we took that quest. I wasn't used to quests being "Fellowship" yet as I'd not really run across any. We tried to duo Black Fire many many times, and navigating up the hills and bridges to try to put out the fires while in the midst of many many signature mobs was impossible.
It was our own fault, sure, trying to do it with two people instead of 5 or 6, but it haunts me nevertheless. It was the first quest I cancelled, and I felt guilty about it for months. (Like I'd let Aggy Digweed or Trestlebridge down!) When I was 65 and rigged with great LIs, I went back, took the quest, and killed every living thing in all the orc camps up there. My vengeance had no end...
Any type of escort/protect the NPC quest makes me cringe. Suicidal AI not pausing to heal - really? The one in CD as part of the epic quest really blows hard.
Also any quest that auto defeats you is lamer than a baby dinosaur with a limp (looking at you SO).
My first toon died in the Old Forest cause he got lost ... So this place will always be way up in my nuisance rating.

Juhani, in Forochel ... It's much like Lalia but this time the npc can fight. However he does not wait for his morale to recover after a fight, he just keeps on running and fighting. I gave up after he charged into a group of three sabre cats with less then 25% health left. Never came back to finish it after I got kindred :/
The Lvl 15 class quest for Champions or 'kill a mob from every corner of the map'.
With no horse that's a lot of walking
By the way: Boars in Lonelands reminds me of Boars in Evendim. I once remember someone on glff going crazy cause he couldn't find any boars and his timer was almost down to 5 min ^^

I wonder how no one mentioned of the turtle-slaying quest in Nen Harn (Northern Bree-fields). Now it is fixed, but back then, there were not only few turtles, but the drop rate was somewhere about 1 item per 3 kills (or worse). Even worse, these turtles were mostly on the islands (now there are quite a few of them on the beach as well), where there wasn't much else to kill, in order to accelerate their respawn rate.
Another quest I remember was Thief-Takers' Bane in Evendim (before the revamp). I cannot count the number of times those rangers kept dying, I remember trying this half a dozen of times in a row, changing strategies, hopping from one place to the other - no success. Now, of course, it has been super-nerfed, which is a pity, but I guess it is some kind of consolation for so may failed attempts before. I do have the urge to try with one of my alts whether the quest will complete if I simply sit there and do nothing - I wouldn't be surprised.
I also join the crowd for the beer-drinking quest in Moria - the most annoying thing of all is that the quest doesn't track which dwarfs you have already visited, so if you forget (and I did), you will just run around, trying to remember where the hell you haven't been yet.
And yes, the level 35 horse-riding quest - that was a pure gem. When I started, I said - bring a horse to Bree, fine. Bring one to Othrikar (in the North Downs) - ok, now you are getting full of it. And then, the cherry of the cream - bring a horse to Michel Delvig - you have to be f##### kidding me!!! And then, if that wasn't enough, you had to do the equestrian thing (which actually isn't so hard, you just have to get to know the course). By the way, do you remember that regular horses used to cost 4g 400s, which back then was a hefty sum of money, and you had to start saving 10 levels earlier ...
Regarding other quests mentioned in this thread - well, I think sometimes the problem is the people you do it with. I remember the final quest in Volume I Book 4 (a.k.a. Legolas trying to get killed) - it wasn't that annoying, though Legolas was certainly looking for it. I remember that I had to let a member of the fellowship die in the very final battle, in order to save Legolas (I was playing with a Minstrel), because we had already failed the quest once because of it. Luckily, the guy who died had the quest completed.
Also, I have had frustrating times with the Retake Weathertop instance (before it was included in Volume I Book 2) because of a poor group. I mean, it took three wipes for everyone to get the idea that if they want me to heal them, they do have to take off the aggro from me once in a while. I had to use some Destiny bonuses in the end, and ended up with a repair bill 10 times the quest reward ... oh well, fun times
I think I am not alone. Does anyone remember how one of the devs explained that in the development of the stomping the shrews quests, before they had the art for the plants to protect, they put Lalia as a stand in. Problem one, everyone would just let her die

There are so many badly designed ones, but the one that absolutely takes the cake is :
Dungeons of Dol Guldur.
Nowhere else is there a place where you can carefully, meticulously, PERFECTLY spend an hour to get everything set up, only to have a badly designed, cheesy, cheap and ridiculous boss at the end to WASTE all your work in 15 seconds, purely due to lame unpottable fear, AI that is deliberately designed to cause npcs to commit suicide, and a whole host of problems that make this one of the LEAST run instances in the entire game. This instance does not simply deserve a 'worst quest' award, it deserves an apology from the devs to the players.
Oh yea, I have blocked that instance from my memory completely because of just how utterly *terrible* it is.

Also, there's a quest in the LL where you have to find wargs AND hope for a drop (Splintered Claws or something).
I think they changed the droprate by now, but the first time I did this quest I nearly went crazy.
It took forever to find Wargs and then you had a droprate of 20% or so for the quest items.
Lorniel. Or whatever her name is. The suicidal ranger chick in Angmar. I just hit level 58. Every level, I go back to try again.
Although I did love the quest text in Loth when you're asked to supply boar haunches for the feast... something like "Why are you looking at me strangely? They hunt boar where you come from, do they not?" When I read that, I nearly fell out of my chair.
Oh man, good times. My 2 alts are getting to the point where they could do the Lalia quest...but I think I'll pass.
The Gates of Carn Dum is ridiculous. Lorniel runs around with an "oh look, a Ranger!", not caring that the dead guy is surrounded by mobs who blow horns to summon more mobs. I've tried everything, but from levels 47 to 51 it is IMPOSSIBLE, at least for a Hunter, to solo that thing. She *will* get herself killed and I can't finish Vol 1.
I'm surprised that no one mentioned Northcotton Farmers' Market. After a few quests I was ready to shoot myself, so much that it took me about a week to do all of them. Mudding pigs, chasing chickens, REALLY? Lazy hobbits, do it yourselves!!! Also...running around that neighborhood makes me dizzy.

This is the one where your fellowship had to split up and guard 3 places at once, right? I hated that one. I remember we failed that so many times before we finally saved the Rangers.
I second the Nykr quest in Moria. That "you've muddled your wits" thing is just ridiculous.
And lastly, also in old Evendim, where you had to deliver those supplies, while a timer was ticking down, and any damage from a mob would result in you losing the supplies and having to start over.
One of my worst questing experiences was the last quest in the Eavespires, where you travel with Longbough to go kill this evil tree on the west side of Evendim. The idea is, you run up and down this hill, first taking out the tree's roots (three of them, that are all range-hitting you), then running back up to fight the signature tree itself, then back down to the roots when they pop back up again, then back up to the tree, etc, back and forth, back and forth. All the while Longbough, with his 15K health and self-healing, is supposed to be holding down another signature mob (the Heart-Rot) and keeping him from killing you. Which I admit would have been useful...
For some reason when I ran this on my Minnie, Longbough sat uselessly at the bottom of the hill, yelling instructions at me, and did not snap up the aggro on the Heart-Rot at all, which meant the whole time I was running back and forth, attacking the roots, attacking the tree, attacking the roots, attacking the tree, I had a second signature mob beating on me. And he hit like a truck. There was nothing I could do except try to keep up my power and self-healing, because the Heart-Rot himself couldn't be killed until after the tree. It was a good ten minutes of wild panic and close misses until the tree and his roots were finally dead, and THEN Longbough showed up to help me take out the Heart-Rot.
If instead of a drum I'd been armed with a hatchet, or just some matches and dry kindling, neither of them would have been safe.
All the quests in the Old Forest, save for Tom's quests, are not worth repeating. So I don't.
I'm an oddball when it comes to escort quests. I like them! They're a nice change of pace and often quite challenging. I like that I have to account for where the NPC is and what's happening as well as my character.
Lalia used to be a great quest solo. I had to wait until level 20 or even 22 but I loved the challenge. Now they've dumbed down all the early content (up to the Trollshaws) so much that even Lalia is a cake walk. Without the challenge that quest has lost its luster. It's easy exp now, so I still do it on alts.
With the revamp of the Lone Lands, going up and doing the quests around Trestlebridge isn't needed. I liked them well enough, but again the dumbing down of the early game makes them pointless.
I still pass on all the group quests (i.e. dungeons). Not that I don't like the quests, mind you, buy you need to do them with a group. I can handle the NPCs. Those foul creatures called Player Characters are infested with dud-spekin, gotta-have-in-now-now-now animals. Lalia is a breath of fresh air compared to that environment

My least favorite so far has been "Monuments of Angmar" in Evendim. I had the full set of Armorian Holdfast armor, except the helm (award for this quest).
Its a solo quest around lvl 33. You have to run around and "hang banners" on these monuments. Each was guarded by an Elite, but one of them was a BOSS with around 10k+ morale, and 8 to 10 other normal (around 1k) mobs. They would all argo once you got close, and the BOSS had a dred aura so you Morale dropped to 3/4 when close. tried it solo even when all were green and even in groups. I didn finnish the quest until I had over leveled the Boss...and of course by that time I did need the helm any more and the armor was sold off for scrap.
I hated the "Noesy Hobbit" and "Hungry Hobbit" quests...Never tried again or finnished them.
Anything to do with being a chicken.
Warg quests in eastern LL - seriously, the amount of wargs dropping paws needs to be tripled.
Bears in the Fields of Fornost - again, not enough.

THIS. All of Evendim is doable, then you get to Annuminas and you're screwed if you're on-level, which leaves you with 2 options:
-Try the quests, die, and reappear in that ridiculously far circle of shame, up on the hill. Swim back to the ranger camp, spend hours trying to find a fellowship in an area that's mostly deserted. Give up in disgust.
-Wait until you outlevel the mobs, finish the quest, and say goodbye to Orchalwe and his magic fire. Get the armor, about 10 levels too late for it to be any good.
I kept some pieces of the armor as cosmetics, though. They're very nice and ranger-like for a Hunter.

I had a very very hard time with this Gates of Carn Dum as well. As a hunter, is it basically impossible to keep her alive and DPS and pull aggro off of her. I think I tried 6 times and I finally did it wtih another person and it was SUPER easy. Ahh lessons learned.

Surprised no one has mentioned the mob killing quest in that huge labyrinth ruin in Enedwaith (the place where you get the "Thorough" title). That was was ######## annoying, especially when people consciously choose to KS rather than team up with you so you both get credit and both finish it faster...
A few come to mind - getting the sigils off the gaunt men in Nan Dhelu, with their two extra adds, and for a bonus attraction, every wight in the place has hit you with so many poison/disease debuffs that before you get to a gaunt man, you've got the strength and agility of a level 2 toon. Good times.
The pie and postal quests in the Shire. I help publicans with good cheer, and religiously avoid postmen. In that long quest chain in Evendim that starts with Aragorn, partway through you're tasked with taking a package from Ost Forod to Tinnudir whilst avoiding mean men. I nearly had a PTSD flashback just reading the text.
Birds of a Feather out of Orthrikar, a place I otherwise like. The boss you need to kill is actually your level - 30, and only a signature. The Dourhand falconers around him are elites who travel in packs of two and three and aggro all at once are level 36. There was a slight revamp, I think when they were making the book quest soloable, so the level ended up off. That was painful. As was the book quest featuring the falconers, and of course, Bori, who refused to leave his captivity without the jewels, and agrroed every mob in the place.
Lorniel deserves her own chapter, so I'm not gonna talk about her, or suicidal Gimli, or ah...so many NPCs that want to die in this game.
This is easy - the Ford of Bruinen skirmish! For a while things were OK, but starting again last spring those idiot Elf twins would go aggro the two orcs causing the rain, no matter how far away I tried to pull the mobs to fight them. I don't know if this has since been fixed because it got so annoying I stopped running that one. It really made me despair that these two, along with Arwen, were the best and brightest Elrond had to offer....
Lonelands - Fair Trade with Bree - You have to go up into Midgewater Pass and kill three stealth wolves. Trying to find those wolves was a major annoyance.

like Dol Dineen, definitely hated Laila, and most of the escort type quests, most of the NPC's being escorted are idiots and draw as much aggro as possible!
