If you're finding such insanely low rates of Precious ore to "Common" ore after a second lap of an area, head someplace else. Odds are someone else is there alongside you and cherrypicking to precious ones If you have a ton of common ore you don't need, try the Trade channel and propose a trade like 3 Barrow-Iron to 1 Silver or something

i was up in north half of bree on the west where nobody goes and then i was in the east breefields for a while too, i was the only one i think i ended up with about 400+ barrow-iron: ~70silver, thats about a 6:1 ratio of barrow-iron to silver

and i did multiple laps for about 45-60minutes

Silver is just terrible to try to get. I got some help from other characters and friends and still took me ages to max my mastery on that level. I am currently doing gold and it has seemed so much better although part might be also because jeweller's guild recipes give nice xp every few days. I have tried almost every area around Bree for silver and they all seemed about equally bad to me.

Stand in Bree and offer to make silver items for free for anyone who brings you the mats. Then they can sell the value added product, or wear it, or whatever. I've done this numerous times. Crafters who make stuff for free can get a line of people at times.

Don't be afraid to offer to turn hides into leather, ore into ingots, or ingots into *whatever*, just to hand it back to folks who can then sell it on the AH or use it. Making the next Tier as painlessly as possible is a good idea.
