So I have done the artisan farming quest once before, but after reaching artisan farmer and realizing the foods I could make after that were way too high level, I decided to switch my profession to weaponsmith. After some nice prospecting and smithing, I realized food was becoming less useful and more important as I leveled up. I went back to switch my profession back to cooking/farming, and once i reached 360/360 expert farming, I tried to go get the artisan quest. I have checked all of the farmhands in bree/the shire and there is no artisan quest.
Anyone have any idea how I can do the quest again?
It is going to the superior field unlock. I think that superior facility unlock is the only crafting quest left. Check a Supplier or similar NPC in Michel Delving.
Unfortunately, Turbine never bothered update the lore book for the changes in the crafting promotion quests. It still has all the old quests that were taken out of the game.

Unless stated otherwise, all content in this post is My Personal Opinion.
I just completed it this morning.
You need to go to the farmhand in the field by Michael Delving and get the quest. (Other farming npc's may offer it, but that's where I was this morning).
Then you need to craft three separate items (the recipes are in your crafting panel). You can buy the ingredients from the farmer NPC.
You only need to do one of each.
Grow the items (e.g. the cabbage), then harvest it and process it at the workbench. Do this for all three items, and you will then see an update that has you deliver the processed stuff to local hobbits. The entire Artisan Quest took me about 5 minutes.

Re: No artisan farming quest? Please help.
Unfortunately, this quest is bugged for players that have completed it before. You should be able to take it again, but the NPC is not responding at this time.
You should see a fix for this in the next update, but in the meantime you should be able to contact a GM and they should be able to reset the quest for you.
