So the GMs sent me to these forums. As the title states I'm having an issue finding these NPCs. When I enter the Scholar's Enclave in Duillond the building just stands empty. Is this simply because I haven't unlocked the Expert tier of the craft and also haven't joined the Scholar's guild? I was hoping to get some lowbie mats from completed workorders but I suppose I wont need the Apprentice/Journeyman ones once I get the expert tier. Anyhow if any one has experienced the same issue or knows what I'm doing wrong the response would be greatly appreciated. Thanks in advance!
I believe the NPCs in there were removed at some point last year. I'll see if I can find when, but I'm pretty sure it is not an error, just old info still floating around about those quests.
They were removed with the implementation of F2P in September of 2010. Back when F2P went live, the chests still existed. The NPCs were around but the quest were disabled because they did not work. Later on Turbine stated this functionality will not be brought back. Gradually Turbine removed all the barter options for keys, the NPCs and the chests. There is nothing left in game at this point.
It is pretty easy with constantly changing game play for this kind of game to find old stale information about how the game worked in the past.

Damn you guys are good, TY for the info really helps alot. The GM insisted he could not give me "gameplay hints" despite my concern that there was something 'technically' wrong with this picture LOL. Turbine should hire you guys :P. I'll gladly be a reference lol

You'd have to be brain damaged to think that saying, "That functionality has been removed. Wherever you read that has outdated information." would constitute a "gameplay hint."
