My friend has a hard time with LotRO nowadays: NPCs are not loading, or can take up to 5 minutes to load. He can freely maneuver throughout the world and when we fight monsters he is not lagging but last night, when entering Thorins Hall, the npcs at the forge took over 10 minutes to load.
We updated his gfx card driver but are wondering why this is happening as it didnt happen before and were using the exact same computer and specs. Should he lower his gfx quality? Any suggestions?

It almost sounds like corrupted data, or an issue with memory/drive where the data for the NPC's isn't loading, a reinstall might be called for if its the data itself.
Does it still happen if you put the game on 'bare min' though?
- Options > Graphics > Graphics Quality = Very Low
- Options > Graphics > Graphics Hardware = DX9 (If on 10 or 11 currently)
- Options > Audio > "Mute Game Sounds" enabled
- Options > Troubleshoot > Engine Speed > Very Low
(Exit and restart required at this point so the client can apply and use those settings).

After contacting support, log into your email webpage to add noreply@turbine.com and accountsupport@turbine.com to their "safe senders" list and your contacts list/address book.
Be sure to check Spam/Junk Mail folders as well since most email providers do not let external email programs or cell phones download mail flagged this way.
