I keep trying to log in and i keep getting told another instance of the game is running. I've tried restarting the computer and logging in useing another username. It was working fine yesturday any suggestions?
This situation happens for me when I try to start the client. My PC launches two instances of the client software. This often occurs when my PC is very busy at the moment. All you have to do is kill one via the task manager. Alternatively if you are having problems, right click on the launcher icon, from the menu select "Open" via a left click.
I will start up my PC. I will try to launch firefox, the game launcher and outlook. If I am not careful I end up with two Lotros, three firefoxes and two outlooks. My PC is still chugging with startup activities like skype, antivirus ...

That's not the problem, only one instance of the game is running, I've even check task manger.
Then do not worry about. Play the game. The message is for the second instance of the game that started and failed. It is possible that both instances crashed. In which case, close the message panel, start one via the right click after making sure there is no other copy of lotro running and or hung with the task manager.

It will not even let me play the game, I log in, it finds the world, then it pretty much tells me another instance of the game is running and it goes back to the log in screen.

Are you getting the message "Cannot bind to local socket is another instance running?" if yes then go through this article here detailing that.
If its the launcher reverting to its normal message of "The Lord of the Rings Online is already running" which it does when the games 3D graphics client program launches this is normal functioning, what's might be occurring in that instance is just that the game client itself is not launching after that. Usually due to graphics/options settings outside the systems ability to support.
If that latter one is whats happening try these steps:
Start by opening up “My Documents” (XP) or “Documents” (Vista/Win7) > “The Lord of the Rings Online” and look for "Userpreferences.ini" and rename that to "OldUserpreferences.ini" and relaunch and on the main launcher at the “server select” list click the third button in the row in the upper-right corner (the one with the single down arrow on it) and choose "Options". In there under "Repair" click to enable the "Reset game display settings" option, click ok, then log in again to test.
(If you get prompted to enable DX10/11 Graphics at this stage choose no to test on the default of DX9 mode)

After contacting support, log into your email webpage to add noreply@turbine.com and accountsupport@turbine.com to their "safe senders" list and your contacts list/address book.
Be sure to check Spam/Junk Mail folders as well since most email providers do not let external email programs or cell phones download mail flagged this way.
