Where would I actually buy these items? None of the usual sources have them. I even stopped at the auction house but neither were listed as available. My Kin provided the items when I asked them but it seems that there must be a more routine means to get them. I can't go to my Kin whenever I need these.. that would get old real fast.

as much as you would like to think there are "more routine means to get them", there aren't. you will have to ask a metalsmith to make you the iron bands, as they are the only craft that makes them. same for any master craft journal: only the scholars can make those and they will always take a rare drop item like a shard to make, so be prepared to have one available for them.

The more routine means is the method I use. I created two additional characters. Made one a metal smith. The other a scholar. I make the bands and journals myself. The required materials-such as ore, shards, single use recipes:
1) I gather myself
2) I buy them from the auction hall or friends.
If option 1 or 2 is not working for me, I do without the product. Seek alternative crafted items which are not as good. Remember whatever character you to supplying the finished equipmet to, will continue to level and out grow their gear periodically. This situation will continue until you reach the level cap. You will still be faced with the get a piece - use it - try to acquire an upgrade.
You are referring to tier 2 products. A lot of players only use tier 2 crafted gear for 7 days tops. I have friends that can get a character from 1 - 20 in one day. They probably spend too much time playing lotro...
