The Moria expansion is the Moria quest pack, plus the RK and Warden classes and 2 character slots. Bought separately, all that costs more than 2495... tho maybe not when RK and Warden are on sale. Your choice.
True... but you don't get Skirmish rank 15 with the Moria expansion. At one time you got it with the MIRKWOOD expansion but that's not available anymore.

It's complicated. If you buy an expansion pack with Turbine points, you get the expansion pack and nothing else.
Right now, there's the mid-level Riders of Rohan pre-purchase that includes Evendim, Moria, and Lothlorien quest packs (and is way overpriced and far too nebulously described - don't buy it!).
If you buy the Legendary Isengard expansion with real money (50$, I believe), you will get:

You'll need the Evendim quest pack and either the Angmar or Forochel quest packs to have a smooth levelling experience to 75, but since you get 1000 Turbine points with the expansion, you'll be in pretty good shape to buy them (count on having to earn maybe another 400 points in game, which isn't difficult).
That's if you've decided you like the game well enough to stick around long-term. If not, you can buy quest packs separately, and if you're wandering around Lone-lands now, the next place you'll want to hit is Evendim, which I believe is 595 points.
I see that if i buy the legendary Isengard pack, that will get me Moria as well, amongst others. But not the expansion Moria, just the quest-zone, right?

Turbine has made a lot of different packs and packages. You need to read each one to know what's in it, or whether it has more than one quest pack in it. If you buy the Moria EXAPANSION, you get only the Moria quest pack... which you can't use until you are level 50.
The best quest pack (IMHO) after the Lonelands is Evendim. As far as I know. the only package that contains Evendim is the offer from Steam that I don't know much about.

An expansion itself includes only its own quest pack (e.g. the Moria expansion includes the Moria quest pack, etc.). There are some bundle offers that have an expansion along with extra stuff and that extra stuff may include additional quest packs. The Legendary Edition of the Rise of Isengard Expansion has several extra quest packs, as does the Heroic Edition of the Riders of Rohan expansion, but those extra quest packs are part of the Legendary Edition / Heroic Edition bundles rather than part of the expansions themselves.

The Riders of Rohan pre-orders that just came out aren't in the chart yet, but the Heroic Edition of that includes the Evendim, Moria, and Lothlórien quest packs as bonus items.

I'm not sure about Steam, but the Heroic Edition of Riders of Rohan includes it (as well as Moria and Lothlórien) as bonuses.
