How I choose the mods:
I wanted to give this Rune a nod to the Two Trees of Valinor that Melkor and Ungoliant destroyed.
* Power for Telperion (Silver Tree) it's dew of silver light.
* Health for Laurelin (Gold Tree) it's golden flowers growing.
If this can have both Regens it would balance it as the Two Trees mingled, each awoke as the other ceased to shine. I thank you for giving us the chance to do this.
First off, now that we have the ability to customize our LI legacies (like we should), why not do the same thing for relics? When someone crafts an Extraordinary relic, why not simply let the person pick three different stats from the list to put on it? Seems like an easy fix that will benefit everyone. That said, here's my relic:
Extraordinary Rune of Focus
+114 in-Combat Power Regen
+520 Melee, Ranged, and Tactical Offense Ratings
-2.5% Attack Duration
Um, I'm not sure if anyone agrees with me but why should we be limited to the designes people come up with?
Why not give us the controls and have us make our own relics with the mods we need the most?
You guys can set the Stats with a mechanic but we get to choose the mods. This way we can make the relics we truely need the most and we aren't enslaved to a goldstandard that doesn't provide essenctial benifits to our Characters.
I don't know, just thought I'd throw the idea out there.
A gem (not set or rune plz) which gives;
-100 icpr (most important)
-power (from 150 to 250)
-morale (inc. healing would also be an option)
The gems are a little lackluster for hunters at the moment. The old t9 relic with icpr is still by far the best which is a shame since I'd like to move on to the new system. There are ofcourse options to get icpr from the settings but that would mean a very large sacrifice of offence rating which for a hunter about the most important.

The Ancient Order of the Dark Watch was tasked with keeping vigil over Sauron's dominion from the highest, most remote place of Middle Earth. After resting in the Golden Wood with the Elves of Lothlorien you find yourself more rested and prepared for the journey ahead of you and the gifts bestowed upon you for your travels will help you evade your foes.
Unique Rune of the Dunedain:

Spending time with the Dunedain has been quite fruitful! Your studies of their combat arts and field remedies has fortified your own training being able to avoid your enemy's attacks, to better prevent from falling ill, and to strike your enemies when it matters.

Who doesn't love a bit of the Shire leaf? An understanding of the way of a Hobbit is simple: Rest, eat, and have fun! This simple recipe yields a hardiness that even the Shadow has difficulty breaking!
I think it could be interesting if there were some way to incorporate the gems/relilcs/runes in with the reputation that many have spent time acquiring. It's also fun to think about how the various factions' "instruction" could affect one's own adventuring!

We are really missing icpr and incoming healing for dps relics, and a good tanking rune.
All crafted relics are for dps and healing classes, how about a tanking crafted relic that has incoming healing with either b/p/e or any of the damage mitigations (melee, tactical or ranged)
Idea behind this is to provide an alternative to the morale and offenses given by the non extraordinary setting

Idea behind this is to give some more ICPR on the relics which has been almost completely replaced for DPS classes as well as provide a buffed version of the critical ratings available in the non-extraordinary Gems

Making the only melee defense and the high Incoming healing be mutually exclusive by being in the same slot was bad for obvious reasons and it hits wardens especially hard. This Rune is to provide wardens and guards with a way to stack incoming healing along with their melee defense and providing some extra buffs.

+700 Tactical Critical Rating (or whichever affects outgoing healing critical ratings...not sure if the 'melee' one has been debunked).
