Where does one go for unlocking artisan now?

I am having a bit of trouble figuring out where to go now to unlock Artisan.

Do you mean the quest? Unlocking next tier doesn't require a quest anymore.
Just go with your vendor (not sure if it has to be novice or expert though)

There is still a single quest for each production profession to unlock the artisan tier and grant superior crafting station access. You can get this quest from the Master craftsman vendor NPC for your profession.

The quest no longer requires you to run around the world; now you simply craft an item.

Interesting, the Master craftsman vendor NPC is in Rivendell?

It may be different for each profession. I haven't actually advanced any characters to artisan since the update. I was going on information in the developer diary.

We’ve also removed quests that previously provided access to the Artisan tier and/or to a specific Superior Facility Access trait (where applicable). Often these quests required obtaining a quest item that may or may not have been easily accessible to the player, depending on their level and profession. In their stay, we’ve added new quests that simultaneously unlock Artisan tier and grant Superior Facility Access trait. These new quests focus on crafting items and abilities already familiar to the player.

I just started this unlock yesterday on my RK/Scholar alt. I had to go into Elrond's study to get the quest from the NPC. It required making three lore scrolls which you don't get the mats for! You don't have to travel anywhere to complete a turn in. I believe the items were Scroll of Battle Lore, Scroll of Warding Lore and a Scroll of Scholar lore. Faded Sindarin passages are a prime mat. There was only 1 on my server (Riddermark) AH for 300s. Good Luck!

NPC in Elrond's Library in Rivendell is named Forgamthan. As a previous poster said, he will ask you to make 3 scrolls:

    Battle Lore (2x Faded Sindarian Passages + 1x Torn Craftsman's Diary + 1x Cracked Dwarf-Carving)
Scholar Lore (2x Faded Sindarian Passages + 1x Torn Craftsman's Diary)
    Warding Lore (2x Faded Sindarian Passages + 1x Torn Craftsman's Diary + 1x Cracked Dwarf-Carving)

All told you are going to need 6 Faded Sindarian Passages, 3 Torn Craftsman's Diary and 2 Cracked Dwarf-Carving. The FSPs are going for a lot of money in AH now. Farm them first to save a buck.

Once you complete all three scrolls, Forgamthan wants you to deliver the scrolls to 3 NPCs found in Rivendell. One of them (Mirwen) is in the Library and I can't remember where the other two are. It certainly is a lot easier now as long as you show up with the ingrediants.

    Hope that helps! =)
