Several patches of ground and scenery are missing across the world. The problem is extreme in Moria, with most of the ground missing making it hard to travel. I've already re-installed the game once. I don't know if this is the problem, but my computer can only run DirectX9.

I'm no expert, but that doesn't look like an issue with the game itself.. I think it's an issue with your graphics card. Try updating your drivers first, and then find some software to benchmark the card, or try and keep a record of when these texture failures occur. If your card is starting to fail, missing textures is one of the first major signs, and they'll tend to appear as the card starts to heat up or you start to put some strain on it. It could even be that your case is overheating inside (failed fan?) and the artifacts are caused by a lack of heat dissipation.
Interesting, I am experiencing exactly the same problem. The locations in those pictures look identical to mine, i.e. the bree south gate is like a space walk. It is unlikely two graphics cards would break down alike this.
Also I would happy to submit specs of the computer where this happens or anything if it would help to solve this problem; too many falling deaths in moria because I simply cannot see the floor!
P.S. West entrance to Esteldin is missing tons of textures too. I see this problem happening at South Bree, Esteldin wgate and in Moria (which is by far the worst)
Using directx9 too when this happens if it's related.
Genji and Miyako, I have the same problems. Have tried fiddling with the graphics settings to no avail so far. I am curious, are you using laptops with integrated video cards? My Dell laptop has an integrated Intel video card on the motherboard. I was having problems updating the drivers with the Intel website and the Dell website has old drivers, so I have not been able to test updating the drivers.
Ok, I fiddled with this some more today in Moria and the solution I found was lighting related. Under Lighting in the Advanced Graphics section of the Options panel, turn on High Quality Lighting and then set Landscape Lighting Quality to High. After doing these two things, PRESTO, the floor appeared in the Dolven View!
I'm having a similar problem today in Thorin's Halls. I was crafting there last night and logged out in the Maker's Hall. This afternoon when I logged in, my dwarf was still standing in the Maker's Hall, but the forges and most other objects were missing. The same thing on another character in Thorin's Halls - lots of stuff missing. My other characters at Weathertop, my house, and my kin hall seemed fine though.
Okay, so I logged on with my laptop, and the textures are there. So, it must be a problem with my other computer, right? Either a graphics card issue, or a game files issue. I suspect it's the card, unfortunately, because I've had other graphics issues: after I've played for a while, my game will freeze for half a minute or so and the graphics will get all messed up (odd facial textures stretched across half the screen and whatnot). The card is new though, only about two months old (it's the third in a line of similar cards that just keep crapping out on me. Could it be an issue of the card being too good for the rest of my system?
I'm having this problem, but only in Thorin's Hall. All other areas are ok so far (not got ot Moria yet). I dont have any issues with other games, so I don't think it's my card (Radeon HD5850). I've tried Mateusaran's suggestion about the lighting, but that made no difference.
I suppose since I don't use Thorin's Hall a lot, it's not much of an issue, but it would be nice to know which options/combination of options in the graphics settings cause this. Otherwise I can forsee a day when I have to spend hour switching various oiptions on and off to find out what's causing it.
I have textures go away....usually when I am looting or interfacing with a merchant...I have to quit and bring the game back up to restore them ...(VisionTek Radeon 5670 2gb recently added) (I don't play much on this machine and it didn't happen with the motherboard video so its more of a mystery then a problem for me.)
this could be a problem caused by dx10\11 dynamic or stencil shaddows or a mixture of shaddows and hardware occlusion
first try disabling dynamic\stencil shaddows, if the problem still persists browse to (my)documents\the lord of the rings online
find usepreferences.ini
find the line UseHardwareOcclusion= if the line dosent not already =false change the line to false ie
UseHardwareOcclusion=False
if that fails then you may need to reinstall lotro

THat worked for me. reinstalling it, updating drivers, none of it. Just turning those two on, and my performance was still pretty good.
