Curious to know if there is an item in the game that can reduce the forester chopping times, just as the Cloak of Two Hammers reduces the mining times?

A higher tier Forester's Axe will reduce the harvesting time. The better the crafting tool, the higher the bonus or time reduction for harvesting a node.

I understand that the higher tiered chopping axes will do this, however I was unclear with my initial statement. Mining has the cloak of two hammers that reduces mining by .5 seconds .. I was curious to see if there was such a cloak (or any other item for that matter) that reduces time for the Forester.

Not that I know of. I believe that Turbine only has bonus items for mining.
Once you get a critted tier 5 tool - ancient steel - your harvesting time is so short. It is not an issue for wood or ore. Scholar is still slow.
