How do we save skills setups on the bars?

I want one for dps and one for healing. I don't use half the stuff while doing either and want to make it look better.

What skill or command is saved to a quickslot is saved server-side, and it saves whatever was put there last. You can save different layouts, but not what each quickslot does.

Are you using all your bars? Perhaps you could have a bar for DPS only and a bar for Healing only, then lay them on top of one another and just switch on the bar you need? Might make things a little tidier.

There is no way to do what you're suggesting with the standard quickslot bars. You could set certain bars to only show while you have a specific key pressed, though.

If you don't mind clicking every slot (as opposed to using keymappings), there are a number of Lua plugins for quickslots you might want to try out.

The only way to do this functionality without a plug in would be to assign bars to dps and healing. You can use the options to disable or enable showing of the correct bars.

Each character can only put one skill in a slot. We only have one server side character profile.

Key binding are worse. You have one PC key bind that is shared by all accounts, players and characters that use this PC. You change PCs. You get whatever the key binds are for that PC. If you use more than one PC, you have to manually copy the file to all the other PCs every time you change it.

Try using the TonicBars plugin. I will allow you to create bars with only DPS or Healing skills and then hide them when you don't want to see them. It has a lot of class specific options, but I have never used it with my RK so I am not sure about them.
