Gauradan killed Oiva and Raija? (Harsh Prospects and Reclaiming from the Raiders)

In Forochel I have 2 quests that are completed but cant turn them in. It seems the 2 npc's are supposed to be at Karhu-Leiri they are Raija and Oiva for quests Harsh Prospects & Reclaiming from the Raiders, respectively. The npc's are gone but the Guaradan warriors are all over the place on top of the mountain. Did the Guaradan kill the npc's? I have seen other locations where a constant battle takes place in game between good and bad npcs but this doesn't appear to be one of those locations because it wasnt like this the last time I was there. I tried killing the Guaradan warriors but they keep respawning, it seems like a continuous loop.

Any ideas on what to do? Anyone else find this, is it bugged?

There are four areas in Forochel that can be "flipped" between friendly and unfriendly NPCs. This sounds like one of them even though I don't remember the exact names or quests. (Look on the map and there should be an icon over the area that will be one color for friendly, another for unfriendly.)

In order to flip it back, I believe you will need to kill all of the Guaradan currently inhabiting the camp, then the quest NPCs will be back and you can turn in your quests.

The quests are repeatable, by the way, and one of the only methods I know that will get you to kindred with the Lossoth that does not involve enough rep drops to plug Mount Doom.

    Update...
Ive cleaned that mountain top several times and the Gauredian warriors keep respawning even after all are dead. Ive looked for some kind of beacon or flag to transfer control but none is around. As far as I can tell the control is with the Gauredian and I can't reverse it. Im missing something obviously. Web doesnt seem to have any info/tips.

The way I remember it, all the Gauradan have to be killed before any of them respawns in order to turn control over, which makes it largely a group project. Failing that, the areas seem to turn over on their own from time to time.

This is only hearsay mixed with a very small amount of experience though. I've only personally played around with those areas a little, and not for a year or two.

Those are daily repeatable quests for Forachel rep. On-level up to lev 50s will find it almost impossible to flip that camp. The mobs respawn much too fast, and often spawn as doubles and triples as well.

You would need a fellowship, or a high level to help you. Only way me and my hubby could clear it was for my lev 62 champ to fight the ones at the top, him at the start of them at the bottom, and work towards each other. And even then a few mobs respawned. Naaaasty problem.

Best thing is to watch for the symbol for that camp to be blue, and just do the daily then...

Yea this place sucks... The respawn is fast. I managed to clear it solo back in the day on champ. So far Champ, RK, and Hunter are the only classes I have been able to clear it solo fast enough to flip it without respawn.

Much easier nowadays. My L49 skald only had to clear Karhu-Leiri twice to flip it. It's a great way to cure the boredom of guaradan slayer deeds, too. This is the easiest of the four areas, as there are only about ten mobs when fully spawned. Hylje-leiri is the most difficult of the four areas.
