I need your advice on Runes for my bow and Main Hand melee weapon.
Should I stay with my T9 Melee Crit ones, or should i take the 100 moral and 100 power hit and get the -2.5 Attach Speed T7s?
I use attack duration on my raid LIs (currently, tier 6 swift steps), and tier 8 storms for my Moors LIs.

I prefer regular ranged def vs crit defenses for both kits for flexibility in ranged tanking scenarios. If we had more LI slots, I'd build a set for melee def, though.

I like the T9 crit ones just for the fact they are easier to get then the T8 defense ones (yes sad that a T9 is easier to get then a T8)
I ran in Improved fleet stance and I felt like the rotations were smoother and more flowing then when running in the other stances.
I just wonder if the -5% from both T7 would still give me that feeling of flow and speed while in Needful Haste and without it, or is it a waste of power and moral and the defense or crit defense would be best.

If you're building for Improved Fleet, I'd definitely recommend the add'l -5%. That'll give you 15% in IFS, and 40% in NH. Should speed up your animations a bit more.
I wouldn't trash a tier9 for it though, if your LIs are @ cap - if that's the case, wait until you have an additional promising LI and try it out.
And let us know how it goes, I haven't played w/ the -duration IFS in a while, would be interesting to see a parse of it vs an enduring precision build w/ the precision crit LI.

I have no real parses but my and my friend were testing it out, and the main indicator that you are shooting more often and hence doing damage is that when he has no issues with power in S:S with 3 deep into it, he was starting to have power issues in IF:S
Now damage wise I do not know, we did not do any parses to show one way or another but to it felt smoother and faster.
I am going to attempt to get a new 2nd age 65 melee weapon and try to get the T6's in it and a bow I am leveling and test it out.

Out of curiousity, does he normally slot Fast Draw as one of his four Huntmans? (IFS should make it faster, but not ALOT. IFS {by itself} is 40% 'as good' as NH in terms of just "attack duration". But the big kicker for NH is the add'l reduction of the INDUCTION times - which IFS doesn't give.)
Damage wise, IFS hasn't been shown to beat 2,3,4 BM strengths or an enduring precision build. It DOES outparse endurance.
