I read the first posts but i am not sure if i have understand what the Palantir private preview program is
Is this about a new mechanism to comunicate with others in rp style? using the stones?
or is this the Isengard beta?

Palantir is a private preview program, probably running the alpha build of some future update. It is used for testing future content. The program use to be called 'Isengard' but I guessed they changed the name to save confusion over the expansion coming later this year.
Palantir is by invite only, so you have to email your complete application to the QA team if you want to take part and hope that you get picked.
If it makes your life easier, take a look at this diagram:
This is basicly how a software (i.e. a game) is made.
The Palantir Programe is the Green "Test & Document" arrow. Then we have the orange arrow, "Stabilize" which is done with the help of the Bullroarer server, and then we have the final red "Release" arrow which is when things are released to the live servers where you usually play every day
One could say that it is the Q1 and onwards beta as well as Isengard

So if we didn't get an email this round, should we reapply again or will applications not invited between 10/08/10 through 01/30/11 be looked over in the future when additional invitations are going to be sent out?

We have had several participants that applied more than once. If, upon hindsight, you think your application may have been lacking, by all means revise it and try again. That doesn't answer my question really. I'm wondering if they will hang onto all of the applications that were not accepted for this second round of invitations and go through them when/if a third round goes out...
For Isengard they sometimes didn't, and people were required to send in applications again after a round of invitations went out.

I have a questions, since F2P launched in Europe as well, is there now a possibility to join as a European player with a VIP-account at Codemasters? Or is it still not possible?

We purge applications after every invitation cycle. If you applied and weren't accepted, you need to apply again if you still wish to be considered.
We've always done it this way. Not sure where you got the information that this method somehow changed.

Unfortunately no, we are still closed to all accounts that are not a US VIP subscription.
We are working on this - we'd like to get more folks able to participate, as well as Codemasters back in the loop!
Kehleyr, Thank you for the update that you're still working to include a greater variety of account types. Can you tell us what team is responsible for the project? Is it on the community sites list of projects? Someone in Account support? Or is making it possible for players like myself falling on a regular developer? If it is in fact the latter case I won't expect it to be resolved in the near future what with the forces of Isengard looming on the horizon.

Don't forget about the LOTRO Russia players with IT Territory! Now that their codebase is being brought back into the live loop, I think they could bring some unique experiences and interesting perspectives to testing potential new game systems and content.
I know plenty of players with both the technical and English language proficiencies who would love to contribute, but can't afford a separate Turbine VIP subscription or don't have an appropriate payment method for it.
If we submitted an application on 1-31-11 (yesturday, Monday that is) did they get accepted or were purged? I only wonder because I don't know if there is a rest time between app periods.

Neither.
If you applied yesterday that has been filed in a folder waiting for the next time we process applications. And will remain there until we do.

Good to know! My application was sent 1/31 and I had no idea a round of invites was going out. Should have forced myself to sit down and apply last week before I got distracted! argh! Oh well, maybe next time.

The program takes a while to first set-up. Then the screening process also takes a while since they are approaching it as if you were being hired, without being paid, for a job. They check all of your 'footprints' on the game/forums/elsewhere to see if you can be trusted and have the right attitude to help them test the new content. From what I've heard, the testing will be more like "focus testing" where you'll be asked to test various parts of the new content individually but Still have access to the rest of the Lands if you want to test other aspects on your own.
Unfortunately, I hardly have time to play the game...trying to keep my paying job...so I won't be applying for a position in the Palantir program.
The Team who runs this are a great group! You'll never regret being accepted. Do your best to make the Team proud of your participation and you MIGHT be invited back to help in future projects! -)

I feel it is an honor to serve my fellow freeps and creeps, by stepping boldly into a new server in order that they may avoid the glitches that we, as potential testers, may find!
Not sure if I just did not get a response because I applied late in the update cycle or it is just a long review process, but was at least expecting a no or some kind of acknowledgment. Just wondering if my request to enter the palantir program was even seen or if it was lost along the way.

Applications are reviewed on an as-needed basis. They'll announce when they've sent out a new batch of invites, and all previous applications are disposed of. Since it's merit based and not random, there's no reason to just keep reapplying without providing new information on your application.
