Lotropad is a simple notepad plugin which you can use to quickly write down some notes without exiting the game. It can be used for, for example, cutting and pasting text to and from chat windows and storing reference information such as instance tactics or LOTRO Store shopping lists .

Installation
Unzip the plugin to your 'Documents/The Lord of the Rings Online/Plugins' folder
How to use
To load the plugin type /plugins load lotropad.
You can show and hide Lotropad window by clicking the Lotropad icon (visible by default). Button can be moved by dragging it. Position of the button is saved when clicking 'save all'.
Right-click the Lotropad icon to switch between normal and mini mode. In the mini mode, everything else is hidden except the text of the note.
Click and drag from the bottom right corner of the window to resize it.
Click and drag the title bar to move the window.
To save your notes click Save all, this will save the contents of all your notes. The write procedure is delayed so it might take a moment to be executed. Notes are currently saved per account which means that all of your characters on all servers can access them. Note that pressing Set will only set the title and text for the current note. However, this is also done automatically as you click through your notes.
Click settings to adjust the font size (main text field only), window opacity, and window visibility on load.
You can set a background, such as a map or tactics diagram, for a note. First copy the image (jpg or tga only) to images folder under the Lotropad plugin folder. Then click Img and type the image filename to the text field. Clicking Set image sets the image as the new background and Clear image removes the background image.

Known issues
When the whole note does not fit the window, the position of the scroll bar always moves to the end when the note is opened.
The plugin might still have problems with German or French clients
Background images might not be visible with some skins. This depends on how the alpha channel is set in ArtAssetID "black_translucent" image.

I can't get it to load. It keeps telling me it is unable to load lotropad. Hummm...
I'm running into this with multiple plugins that I had just updated earlier today. I don't know if Lotropad is one of them or not as I didn't try to use it, but you certainly aren't alone in seeing this issue with plugins.

I'm not sure if this something new that came with the patch, but usually unable to load means that it simply cannot find the plugin for some reason (for example, the directory structure is not right).
Humm interesting. I am still trying to figure it out. I have two of your plugins Chiran, the other one is songbook (which is awesome-sauce!!!). Can I place all your plugins in the same folder or do they all need to be in their own separate folder? When I download them, the folder name for both is Chiran. So in order to have them both...I need to rename one of the folders.
For example this is what my file directory looks like at the moment:

Can I put the Lotropad folder in the first Chiran folder, or do they need to be seperated? Songbook & the manager work. I just can't get the pad to load.

Okay I played around a wee bit, & I put the Lotropad folder under the first Chiran folder & it can up just fine. I tried that yesterday but it still didn't want to load. Weird aye?

You can just extract both into the plugins folder as they are, so that there's both Lotropad and Songbook inside the same Chiran folder. They won't overwrite anything or mess with each other. (Except maybe lotroplugin.xml but that doesn't matter as it's not needed by the game client.)
Hm, for now it should work as before since it doesn't utilize the Turbine plugin folders. At least I have no problems on the live server. What is the error you are getting?
Now I cannot even get it to be recognized as a plugin. I type /plugins refresh & it isn't even listed...yet there it sits where it was yesterday. It's being quite nit-picky.

I'm having the same issue with Tobii and Tonicbars, but Lotropad is working fine... I tried "re-installing" them, and I checked that they're in the right spot, so I wonder if it isn't some other issue that has popped up since the update.
(Sorry, I know this has very little to do with Lotropad)
when i double click the songbook file to create a library it says songbooker is not defined what does that mean and how do i fix it?
