I saw the Master of Apprentices in Bree and chose “Metal Smith”.
He gave me a Hammer, Saw and a Mining Pick (Prospector’s Tool).
Under my Common Skills Tab I only have a “Track Mines” icon that doesn’t’ seem to work.
I am able to mine Tin and Copper ore, but any thing above that I get: “Requires Journeyman Prospector Crafting Ability”
Where can I find the trainer that can increase my Prospecting Skills to Journeyman?
I tried the Metal-Smith: Tier 1 & 2 in the LOTRO Store re and got the message: The Store does not contain anything for my character’s class and level.

You need to level crafting by smelting and refining the ores. Each action gives you crafting experience in that skill area, and when you've gotten up high enough, you'll be able to get a quest that will unlock the next level.
So, for Prospector, smash enough copper and tin ore into copper and bronze ingots, and you'll unlock the quest that gets you Journeyman. For Woodworker, you'll need to acquire treated wood from someone else and knock together a bunch of bows and hammers and whatnot. And for Metalsmith, you take all those bronze ingots you made and kick out some shields and armor and tools. Each item you make grants you the crafting experience you need to level you up and unlock more.
Also IMPORTANT TO NOTE: as you are making those ingots, notice on your crafting panel that you are "filling up" a bar under a little yellowish colored anvil. When that bar is full STOP! Then go find the supplier npc who will have a ring for you. Click on him and get a quest that places a book in your inventory. Use the book and then talk to the supplier again. This opens up the red anvil -- second portion -- of your experience for that tier. It also opens up the NEXT tier-- in your case the journeyman tier -- for your prospecting.
As for the track mine skills, drag it to your quickslots. Click it to toggle it on. Any nearby ore deposits will then appear on your radar.

On the Metalwork and woodwork look carefully at what you can make, All bronze weapons may take the same mats, but you will probably find one is worth more selling back to the NPC's. Demand for the lower levels in the AH is very poor so you will need to sell back to the NPC's
Depending on money you can buy mats in the AH, but obviously better to gather your own where you can, Also no craft can work totally independant of another so a good Kinship can be an asset.
Your metal worker for example will probably need some leather itens you need a tailor to make.

There is no prospector trainer. You gain higher Tiers by smelting mined ore at the current Tier. Mining alone does nothing. Once it reaches Journeyman, full bar and full dark brown anvil, you will be working on Mastery of that Tier. At Journeyman, you will open up the next Tier of Prospecting which you can also begin to level if you happen across those nodes. Bottom line, just mine as much copper and tin and smelt it when you get to a crafting location. Then start mining and smelting Barrow Iron. You then need Rich Iron then Dwarf Iron and Ancient Iron. Everything else you will get once you decide to go to Moria/Mirkwood and so on.

Tier 6 metals, Khazad-Copper (K-Cu) and Khazad-Tin (K-Sn), can be mined in Eregion, near Echad Dunann. For Khazad-Gold (K-Au) and Khazad-Iron (K-Fe), you'll need to get into Moria, etc.

I am in Moria, Lv 57 Minstrel, Master Expert Prospector. I am not allowed to work or collect the Tier 6 metals. Mine is a paid account. I bought MoM and then the Siege of Mirkwood expansion. Any ideas what is going on?

You need to talk to a Master Craftsman. There's one in Esteldin, and I think another in TH & Rivendell.
